Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24-429-55 with Ujima Family Recovery Services, a non-profit corporation, effective March
1, 2013, to amend Novation Contract #24-429-54, to increase the payment limit by $23,062, from $1,663,516 to a
new payment limit of $1,686,578, with no change in the original term of July 1, 2012 through June 30, 2013, and to
increase the automatic extension payment limit by $11,531, from $831,758 to a new payment limit of $843,289, with
no change in the term of the automatic extension, through December 31, 2013.
FISCAL IMPACT:
This amendment is funded 87% by Federal Perinatal Set-Aside and 13% by Drug Medi-Cal. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing family-centered alcohol and drug treatment
services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes.

BACKGROUND: (CONT'D)
#24-429-54 with Ujima Family Recovery Services for the period from July 1, 2012 through June 30, 2013, which
included a six-month automatic extension through December 31, 2013, for the provision of perinatal intensive day
treatment, residential recovery programs, and transitional housing for women.
Approval of Contract Amendment Agreement #24-429-55 will allow the Contractor to provide additional Drug
Medi-Cal treatment services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, women in need of alcohol and drug treatment services in Central County will
experience reduced access to perinatal substance abuse treatment programs provided by this Contractor.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and
Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their
children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment.
Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction
in the number of relapses, and creation of a sober social network.
