Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24–385–38 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed
$885,660, to provide mental health outreach services for the homeless mentally ill for the period from July 1, 2013
through June 30, 2014. This Contract includes a six-month automatic extension through December 31, 2014, in an
amount not to exceed $442,830.
FISCAL IMPACT:
This Contract is funded 46% by County Realignment, 38% by Substance Abuse and Mental Health Services
Administration (SAMHSA), and 16% by a Project for Assistance in Transition from Homelessness (PATH) Grant.

This Contract meets the social needs of County’s population by providing ongoing operational funding for mental
health homeless outreach facilities in West, Central,

BACKGROUND: (CONT'D)
and East County.
On February 26, 2013 the Board of Supervisors approved Contract #24-385-37 with Anka Behavioral Health, Inc.,
for the provision of mental health outreach services for the homeless mentally ill, for the period from January 1, 2013
through June 30, 2013.
Approval of Contract #24–385–38 will allow the Contractor to continue providing services through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s homeless mentally-ill adults will experience reduced access to core survival
and support services at multi-service centers throughout Contra Costa County, or at the 20-bed homeless shelter for
the mentally ill in Central County.
