HomeMy WebLinkAboutMINUTES - 06042013 - C.81RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Employment and Human Services Department, to execute purchase orders in an aggregate amount not to exceed $750,000 for furniture, information technology related equipment, computer accessories, office equipment and supplies for the Contra Costa County Covered California Call Center, for the period May 1, 2013 through December 31, 2013. FISCAL IMPACT: The contract expenses is 100% funded by the State of California Department of Heath with funds provided through the Affordable Care Act. No County funds required. BACKGROUND: On March 19, 2013, the County Board of Supervisors approved and authorized the execution of a contract with the State of California for call center services. The term of the agreement is February 1, 2013 through January 31, 2015. The maximum amount stipulated in the contract is $25,398,647. On April 16, 2013 the Board also approved a lease for a facility located in Concord. The Call Center, located on Bates Avenue in Concord, will be to be outfitted and supplied by that date. Due to a very short turn around period, the Employment and Human Services Department is requesting blanket authority to allow the Purchasing Agent to execute up to seven purchase orders over $100,000 without returning to the Board of Supervisors for individual approval, thereby expediting the process. These purchase orders will allow the Purchasing Agent to obtain furniture, equipment and supplies necessary to make the Contra Costa County Covered California Call Center operational. The County Administrator's Office will monitor and track these purchase orders to ensure that this authority is not exceeded. CONSEQUENCE OF NEGATIVE ACTION: The Contra Costa County Covered California Call Center will not be able to purchase and install equipment necessary for its operation in a timely manner.
