Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant
Agreement #29-538 with Rubicon Programs, Inc., a non-profit corporation, to pay the County an amount not to
exceed $57,425 for County’s Promoting Advances in Paternal Accountability and Success in Work (PAPAS Work)
Project, for the period from September 30, 2012 through September 29, 2014.
FISCAL IMPACT:
Approval of this Agreement will result in an amount not to exceed $57,425 from Rubicon Program Inc., through the
U.S. Department of Health and Human Services Office of Family Assistance’s Community-Centered Responsible
Fatherhood Ex-Prisoner Re-Entry program, for County’s PAPAS Work Project. No County match required.
BACKGROUND:
Rubicon Programs applied to the U.S. Department of Health and Human Services in 2011 for funding to support the
PAPAS Work Project, a pilot project, under the Office of Family

BACKGROUND: (CONT'D)
Assistance’s Community-Centered Responsible Fatherhood Ex-Prisoner Reentry Program. The PAPAS Work Project
provides integrated services to support and encourage responsible fatherhood in Contra Costa County, to help 300
fathers over two years returning from prison and jail facilities achieve economic stability, engage as a responsible
parent, and promote healthy marriages. The PAPAS Work Project is responsible for developing the program and
achieving the ongoing financial and program goals of the project.
Approval of the Grant Agreement #29-538 will support County’s Promoting Advances in Paternal Accountability and
Success in Work Project, through September 29, 2014, including mutual indemnification to hold harmless both
parties for any claims arising out of the performance of this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, the County’s Behavioral Health Division/Homeless will not receive funding to
support its Promoting Advances in Paternal Accountability and Success in Work Project.
