APPROVE AND AUTHORIZE the County Probation Officer, or designee, to apply for and accept funds from the
State of California, in the amount of $2,975,232 to continue programs designated under the Juvenile Justice Crime
Prevention Act (JJCPA) program.
FISCAL IMPACT:
$2,975,232 is projected for fiscal year 2013/2014, 100% funded through State revenue. There are no match
requirements for the award.
BACKGROUND:
The State of California, pursuant to the Juvenile Justice Crime Prevention Act (SCHIFF-Cardenas Crime Prevention
Act of 2000, Assembly Bill 1913) as signed into law by the Governor of the State of California on September 7,
2000, is estimating a total allocation of $106,500,000 to enable local government units to develop and implement a
Comprehensive Mutli-agency Juvenile Justice Plan.
This legislation requires that this plan be developed by the local Juvenile Justice Coordinating Council, Contra Costa
County's estimated allocation for this purpose is $2,975,232.
The Juvenile Justice Crime Prevention Act requires that the local

Subject:Juvenile Justice Crime Prevention Act Funding FY 2013/2014
BACKGROUND: (CONT'D)
Juvenile Justice Coordinating Council be chaired by the County Probation Officer and that the Comprehensive
Multi-agency Juvenile Justice Plan developed by this body be approved by the Board of Supervisors.
Funding from the Juvenile Justice Crime Prevention Act (JJCPA) will allow Contra Costa County to maintain funding
for significant children's services. Funding through JJCPA for fiscal year 2013/2014 will allow for the continuation
of funding for most of the important children's services established during the initial year of the grant. The following
summarizes the programs proposed for continued funding under JJCPA:
I. Deputy Probation Officers in High Schools Program
Initially funded through Challenge Grant I, the Deputy Probation Officers in High Schools Program has been
continued with funding from JJCPA. The high school program places probation officers in selected high schools and
special necessary schools to provide supervision and intervention services for juvenile offenders and other at-risk
youth. The program stresses collaboration among schools, police agencies and Probation to provide supervision and
treatment services for youth.
II. Community Probation Program
Continued JJCPA funding will allow deputy probation officers currently out-stationed in various police agencies
throughout the County to continue their focus on high risk youth, at-risk youth and chronic offenders. The deputy
probation officers implementing this program work non-traditional hours and collaborate closely with police
agencies, schools and community-based organizations to help prevent offending behavior and provide appropriate
accountability.
III. Orin Allen Youth Rehabilitation Facility (OAYRF) Aftercare
It is proposed that the aftercare program at the OAYRF be continued. Aftercare deputy probation officers will
continue to provide close supervision and support to minors after their graduation from the OAYRF program.
CONSEQUENCE OF NEGATIVE ACTION:
Absent this funding from the State of California, the County would suffer a reduction in delinquency prevention and
supervision services previously available for juveniles in Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
The Probation Department would no longer be able to fund delinquency prevention for certain juveniles within
Contra Costa County.
