BACKGROUND The U.S. Department of Housing and Urban Development (HUD) annually evaluates a public housing authority’s (PHA) management of its public housing program using four tools, referred to collectively as the Public Housing Assessment System (PHAS). The four indicators that comprise PHAS are physical condition, financial condition, management operations and Capital Fund. Each indicator is evaluated and scored separately and are collectively worth up to 100 points. The physical condition indicator is worth 40 points, the financial condition and management operations indicators are worth 25 points each and the Capital Fund indicator is worth 10 points. All PHAs that receive a PHAS assessment shall receive a performance designation. The performance designation is based on both the overall score and the four individual indicator scores. A PHA that is not a high performer shall be designated a standard performer if the PHA achieves an overall score of 60 - 89 points, with at least 24 points for physical condition, at least 15 points for financial condition, at least 15 points for management operations and at least 5 points for the Capital Fund. A PHA shall be designated a substandard performer if the PHA achieves an overall score of 60 - 89 points but scores less than the minimum points for a standard performer in any individual indicator. The threshold points for a standard performer are 24 points for physical condition, 15 points for financial condition and 15 points for management operations. If the PHA fails to meet the minimum points for a particular indicator, it will be designated as substandard for that category (i.e. substandard physical, substandard financial, or substandard management). A PHA that achieves an overall score of less than 60 points or a Capital Fund score of less than 5 points shall be designated as a troubled performer. The Housing Authority of the County of Contra Costa (HACCC) received a PHAS score of 65 based on the agency's audited financials for the fiscal year ending (FYE) March 31, 2012. This is an improvement of 14 points from HACCC's score for FYE March 31, 2011 of 51. The score of 65 also confirms that HACCC is no longer troubled under PHAS. The most significant improvement was in HACCC's financial score which increased from 6.93 out of 25 (28%) to 19.21 out of 25 (77%). However, HACCC is considered substandard under the management indicator. In order to remove the substandard rating, HACCC must improve the overall public housing occupancy rate to 92% or greater and maintain or improve all other scores. At present, all of HACCC’s properties are currently leased above this level with the exception of Las Deltas in North Richmond which has an occupancy rate of only about 62% (137 units out of 222). As discussed previously with the Board, staff are pursuing the removal of units at Las Deltas because of the long-term challenges in funding, location and crime faced by the property.
