HomeMy WebLinkAboutMINUTES - 05212013 - D.2RECOMMENDATION(S): CONSIDER approving Appropriation Adjustments No. 5090 and 5091 authorizing appropriations of $300,000 for reimbursement to the Brookside and La Clinica community clinics for the provision of primary care services to adults who are no longer eligible for the Basic Health Care Program, through December 31, 2013. FISCAL IMPACT: $300,000 in County General Funds will be allocated to the Community Clinics. BACKGROUND: On April 21, 2009 the Board of Supervisors adopted Resolution No. 2009/187 which revised the standards for the provision of health care services to eligible indigents effective on May 1, 2009. The Board also authorized the appropriation and expenditure of up to $1.5 million to assist the non-profit community clinics to build capacity, bridge the services by expanding accepting more indigent patients, and allowing time for transition purposes. These funds were fully expended in 2012. The Health Services Department no longer has sufficient appropriations to be able to continue with this funding bridge without additional appropriations. The requested appropriation adjustment will allow the department to provide reimbursement to the community clinics through December 31, 2013. The Department is convening a countywide group of stakeholders (including local hospitals, Alameda-Contra Costa Medical Association, and businesses) to explore broader funding sources for indigent care in Contra Costa County. CONSEQUENCE OF NEGATIVE ACTION: Indigent patients in the community may not be able to obtain necessary low cost health care in the community and may end up at the County's emergency rooms.
