FISCAL IMPACT: No impact to the County General Fund. BACKGROUND: The City of Concord is beginning the process to form the Concord Tourism Improvement District (CTID) pursuant to the Property and Business Improvement District Law of 1994, Streets and Highways Code section 36600 et seq., to promote tourism and the lodging businesses in Concord. Tourism Business Improvement Districts were created as a means to create a stable source of funding for marketing efforts to increase occupancy and room rates for lodging businesses. The hotels included in the CTID are the Hilton Concord, Clarion Hotel, Premier Inns, Best Western Plus Heritage Inn, Motel 6 Concord, America’s Best Value Inn, Studio 6 Concord (Extended Stay), Days Inn Concord and the Crowne Plaza Hotel. A portion of the territory (the Crowne Plaza) proposed to be included in the CTID lies within the boundaries of Contra Costa County. Funds raised through an assessment on lodging stays are used to provide services desired by and directly benefiting the hotels in the district. A nonprofit is proposed to be formed called “Visit Concord” to oversee the Concord Tourism Improvement District (CTID). The Visit Concord Board will consist of a majority of lodging owners paying into the District. The nonprofit will receive the assessment from the City of Concord to fund and implement the Management District Plan. The City of Concord will be responsible for collecting the assessment from the nine hotels in the CTID on a monthly basis, including any delinquencies and penalties. The District will have a five-year lifespan beginning June 1, 2013 and ending May 31, 2018. Once per year, beginning on the anniversary of the District formation, there is a 30-day period in which owners paying more than 50 percent of the assessment may protest and initiate a City Council hearing on termination of the District. The Concord City Council has requested consent to form the CTID including a portion of the County of Contra Costa with adoption of Concord City Council Resolution No. 13-24 dated April 9, 2013.
