RECEIVE the July through December 2012 progress report on the Small Business Enterprise and Outreach programs
and DIRECT the Affirmative Action Officer to follow up with departments on individual department outcomes.

BACKGROUND:
On December 13, 1999, the Board of Supervisors approved the Small Business Enterprise (SBE) Program for the
purpose of providing small businesses a fair share of County business. The Outreach Program was adopted by the
Board of Supervisors in August 1998 to promote broad outreach to all businesses, including minority-owned,
women-owned, small, and local businesses.
The Internal Operations Committee (IOC) has provided policy oversight on these programs since inception, including
surveying County departments on the implementation of the SBE and Outreach Programs. In December 2004, the
Internal Operations Committee directed the Affirmative Action Officer to make status reports to the Committee on a
semi-annual basis.

BACKGROUND: (CONT'D)
At its May 13, 2013 meeting, the IOC received and reviewed the July-December 2012 Semi-Annual SBE and
Outreach programs progress report. It was noted that the dollar thresholds for the SBE Program were raised in
2011 from $50,000 to $100,000. While departmental outcomes vary significantly, as a whole, the County
continues to exceed program goals of 50% SBE participation in terms of dollars and nearly meet that goal in terms
of number of awards, with the highest SBE participation reported in the category of personal services contracts.
County Purchasing and the larger County departments also reported high outreach activity.
New County Affirmative Action Officer Antoine Wilson will provide needed leadership to continue to advance
the County in meeting its SBE and Outreach Program goals. The IOC requests the Affirmative Action Officer to
work with all County departments to improve outreach tools and sources and increase outreach activity.
