AUTHORIZE a General Plan Amendment Study for the proposed Saranap Village Project, including Assessor Parcels Nos. 184-010-035, 184-010-046, 184-450-025, 185-370-010, 185-370-012, 185-370-033, and 185-370-018, located at the intersection of Boulevard Way and Saranap Avenue, Saranap, involving the Land Use Element, to consider re-designating the subject parcels to a Mixed Use (MU) designation, and involving the Transportation/Circulation Element, to consider changes to the Roadway Network Map. 2. ACKNOWLEDGE that granting authorization for this request does not imply any support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. FISCAL IMPACT: None. If authorization is granted, the applicant is responsible for paying the costs for the study. BACKGROUND: The Department of Conservation and Development is in receipt of a letter request from Mark D. Hall, President, Hall Equities Group, for a General Plan Amendment study involving several parcels at the intersection of Boulevard Way and Saranap Avenue in Saranap (Assessor Parcel Nos. 184-010-035, 184-010-046, 184-450-025, 185-370-010, 185-370-012, 185-370-033, and 185-370-018). Hall Equities Group desires to amend the General Plan to re-designate the subject site to a Mixed Use designation in combination with a rezoning to a P-1: Planned Unit District to support development of a mixed use retail and multi-family residential infill project that would also include significant streetscape/public infrastructure improvements. Hall Equities Group envisions the redevelopment of the intersection of Boulevard Way and Saranap Avenue into a pedestrian friendly village they have named as “Saranap Village”. Saranap Village would include a mixed use development of 25,000 square feet of retail shops and approximately 325 multi-family residential units, and major streetscape/public infrastructure improvements, including: the downsizing of Boulevard Way between Flora Avenue and Saranap Avenue from 4 lanes to 2 lanes, a traffic roundabout at the intersection of Boulevard Way and Saranap to provide traffic calming and improve the pedestrian experience, and installation of a gateway arch and monument signing to establish a distinct community identity. A copy of the letter from Mr. Hall, Hall Equities Group, requesting authorization for the General Plan Amendment study for the proposed Saranap Village Project is attached to this Board Order (see Exhibit A). Mr. Hall’s letter explains that the desire is to develop the subject parcels into a unified mixed use development to give Saranap a distinct identity and the letter includes conceptual plans illustrating the key components of their proposal. Mr. Hall further explains that Hall Equities Group has recently initiated community outreach effort within the Saranap to present their conceptual plans and to receive the community’s input. Attached for the Board’s consideration under Exhibit B are maps and aerial photos of the site location, comprised of Assessor Parcel Nos. 184-010-035, 184-010-046, 184-450-025, 185-370-010, 185-370-012, 185-370-033, and 185-370-018, showing the existing and proposed General Plan land use designations and zoning districts. Staff recommends Board authorization of a General Plan Amendment study for the Saranap Village Project. The General Plan Amendment study would involve the Land Use Element to consider re-designating the subject parcels at the intersection of Boulevard Way and Sanarap Avenue to Mixed Use (MU), and would involve the Transportation/Circulation Element, to consider corresponding changes to the Roadway Network Map, specifically reducing the number of travel lanes on Boulevard Way (e.g. between Flora Avenue and Saranap Avenue) from 4 to 2 lanes and to provide for a traffic roundabout at the intersection of Boulevard Way and Saranap Avenue, as envisioned in the conceptual plans included in the 5/6/2013 letter from Hall Equities Group. Authorization for this study, however, does not imply support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study. CONSEQUENCE OF NEGATIVE ACTION: The requested General Plan amendment will not proceeed. CHILDREN'S IMPACT STATEMENT: Not applicable.
