HomeMy WebLinkAboutMINUTES - 05212013 - C.54RECOMMENDATION(S): ADOPT Resolution No. 2013/208 accepting as complete the design-build contract work performed by Vila Construction Company for the Remodeling of 30 Muir Road, Martinez project, for the Department of Conservation and Development, including the exterior and a limited amount of interior remodeling work performed at 40 Muir Road, Martinez, as recommended by the Public Works Director. DIRECT the Clerk of the Board to file with the County Recorder a certified copy of Resolution No. 2013/208 and the attached Notice of Completion no later than fifteen (15) days after adoption. FISCAL IMPACT: There is no direct fiscal impact resulting from the adoption of the Resolution of Acceptance and Notice of Completion, but the adoption and recording will limit the period for filing stop payment notices and bond claims on this contract. Bueren, Public Works Director/Chief Engineer Date:May 21, 2013 Contra Costa County Subject:Adopt Resolution of Acceptance and Notice of Completion for the Remodeling of 30 and 40 Muir Road, Martinez, for Department of Conservation and Develo BACKGROUND: (CONT'D) and Development relocated to 30 Muir Road from approximately 42,000 square feet of office space that it occupied in four locations in Martinez: the County Administration Building, the North Wing, 600 Main Street, and 2530 Arnold Drive. The 30 Muir Road project involved a major remodeling of the building at that address. It included the following key elements: " Updated and improved the overall appearance and functionality of the existing interior, exterior, and site to like new condition " Improved the work environment for staff and clients " Upgraded the existing electrical system to provide adequate power for current and future needs " Upgraded the existing telecom/data and other low-voltage systems to meet current standards " Upgraded the existing HVAC systems to meet the increased demands posed by computers and other electronic equipment " Achieved a LEED Gold rating from the U.S. Green Building Council " A one-floor, one-stop Application and Permit Center and a new Hearing Room On January 18, 2011, the County entered into a design-build contract with Vila Construction Company, for the Remodeling of 30 Muir Road project. The contract also included exterior remodeling work at the adjacent building at 40 Muir Road. During construction, a contract change order was issued to add a limited amount of interior remodeling work in 40 Muir Road. The above contract, including the change order work, has been completed in accordance with the approved plans and specifications and the facility is occupied and fully operational. It is recommended that the work covered by the contract be accepted by adopting a Resolution of Acceptance and Notice of Completion (Resolution No. 2013/208). The project acceptance includes withholding of contract retention to ensure completion of minor project closeout items. CONSEQUENCE OF NEGATIVE ACTION: Accepting a contract as complete is standard procedure and allows for proper closeout of the contract. If the above contract is not accepted as complete, the period for filing stop payment notices and bond claims may be extended. CHILDREN'S IMPACT STATEMENT: Not applicable. Complete LEED process as required for the 40 Muir work that was $20,000.00 done under Change Order No. 12 to attain a LEED Gold rating. 2. Provide close-out items for the 40 Muir work that was done under * Change Order No. 12, including record “as-built” documents and O&M manuals. 3. Submit Verification of Performance forms (Division E, Section 1, * Paragraph I, pages E-10 and E-19) for entire project. 4. Submit Guarantee forms (Division F, Section 28C and page F-23) for * each listed subcontractor for the 40 Muir work that was done under Change Order No. 12. 5. Submit Statement to Accompany Final Payment (Division F, Section * 27 and page F-24) for entire project. TOTAL WITHHOLD AMOUNT $20,000.00 * County will not authorize release of retention until these items are completed.
