ADOPT Resolution No. 2013/232 approving and authorizing the recommendation of the Public Works Director, or
designee, for allocating the Transportation Development Act (TDA), Article 3 funds totaling $794,200 for bicycle
and pedestrian projects for Fiscal Year 2013/2014 and DIRECT the Public Works Director, or designee, to forward
the list to the Metropolitan Transportation Commission for final approval and allocation of funding effective July 1,
2013.
FISCAL IMPACT:
100% Transportation Development Act (TDA) Article 3 funds.
BACKGROUND:
Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et seq.,
authorizes the submission of claims to a regional transportation planning agency for the funding of projects
exclusively for the benefit and/or use of pedestrians and bicyclists. The Metropolitan Transportation Commission
(MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC
Resolution No. 875, Revised, which delineates

BACKGROUND: (CONT'D)
procedures and criteria for submission of requests for the allocation of TDA Article 3 funds. Each claimant whose
project or projects have been prioritized for inclusion in the Fiscal Year 2013/2014 TDA Article 3 countywide
coordinated claim is required to submit a resolution from its governing body to MTC requesting an allocation of
TDA Article 3 funds.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the recommendation and forward the list will eliminate a potential funding source.
