ADOPT Resolution No. 2013/229, superseding and replacing Resolution 2013/14, to update the Board's master list of Board of Supervisors committee assignments. 3. DIRECT the County Administrator to update the County's California Fair Political Practices Commission Form 806: Agency Report of Public Official Appointments to reflect the change in assignment. Glover Date:May 14, 2013 Contra Costa County Subject:MID-TERM APPOINTMENT TO THE CONTRA COSTA COUNTY EMPLOYEES RETIREMENT ASSOCIATION BOARD OF TRUSTEES BACKGROUND: (CONT'D) assets, investments of monies, and administration of the Retirement System. The assets of the Retirement System are trust funds. The members of the Retirement Board must discharge their duties with the care, skill, prudence, and diligence that a prudent person acting in the same capacity and familiar with these matters would use. The Retirement Board’s duty to its participants and their beneficiaries takes precedence over any other duty. As fiduciaries, members of the Retirement Board have a loyalty to members of the Retirement System. Persons appointed to the Retirement Board must be prepared to spend the amount of time necessary to properly perform their fiduciary duties. Supervisor Gioia has served on the Retirement Board of Trustees as the Board of Supervisors Member representative since 2002, when it was determined by the Board of Supervisors that the County would be best served by designating one of the four Board of Supervisor Appointee seats to be filled by a County Supervisor. Supervisor Gioia has effectively served as a fiduciary on the Board of Trustees during one of the most fiscally challenging periods in recent county history. His ten years of service as a Trustee have required innumerable hours of study, travel, and meetings. On May 7, 2013, Governor Jerry Brown appointed Supervisor Gioia to the California Air Resources Board to fill the vacant seat representing the San Francisco Bay Area. The Resources Board will tackle many critical upcoming issues, including investing the state's cap-and-trade revenues, reducing greenhouse gas emissions, advancing clean energy, and improving community health. Supervisor Gioia also currently serves as the 1st Vice President of the California State Association of Counties (CSAC) and is expected to be installed as the President of CSAC in 2014. Due to these additional demands on his time, Supervisor Gioia has decided to resign from the County Retirement Board. As it is critical for the Board of Supervisors to be fully represented on the County Retirement Board, I am nominating Supervisor Karen Mitchoff to fulfill the remaining term of Seat #6, through June 30, 2014.
