Presentation of the “People Who Make a Difference Awards 2013” by members of the Board of Supervisors.

BACKGROUND:
Once a year the Contra Costa County Alcohol and Other Drugs Advisory Board acknowledges both volunteer and
non-volunteer individuals and groups that have significantly contributed towards reducing alcohol and other drugs in
Contra Costa communities.

VOLUNTEER INDIVIDUAL
District II - Supervisor Candace Andersen
KIM GALLAGHER
After moving to the Bay Area, Kim quickly became involved in the San Ramon Valley
Community Against Substance Abuse (CASA). Under her leadership, CASA placed more
emphasis middle school youth. Shortly after, the first Youth2Youth (Y2Y) middle school
conference was held in San Ramon. The Y2Y conference builds leadership skills and a continued
commitment to remain drug and alcohol free. Kim was also instrumental in writing and
publishing “The Book” an important resource in the San Ramon Valley regarding substance
abuse issues.
VOLUNTEER INDIVIDUAL
District V– Supervisor Federal Glover
JOHN GROVER
John Grover manages a successful automotive business in our community. During the past 9
years he and his company have employed more men who have successfully completed alcohol
and drug treatment program than any other enterprise in our county. According to John, at any
period of time 85% of the 18 to 20 employees of the company are in recovery. The company
provides a safe work environment where men not only have the opportunity to learn new job
skills but also find other self-help support. As a direct result of the opportunity that John has
given to these men, they have found a new sense of pride, self-respect and dignity.

BRENDA SHEBANEK PsyD
As the Director of Housing & Homeless Services for Anka Behavioral Health Inc. (Anka), Brenda
has worked tirelessly helping those less fortunate access services and programs that support
long-term recovery and self-empowerment. Although Brenda has provided outreach,
treatment, and advocacy to many populations, she remains committed to help those who suffer
of substance use and/or dependency. Brenda’s passion is to raise awareness about the stigma
of addiction.

NATASHA THOMAS
Natasha is staff for the Northern California region of Mothers Against Drunk Driving (MADD).
She works passionately educating the community to address the dangers of Driving Under the
Influence (DUI) and Driving While Intoxicated (DWI), while working with law enforcement to
eliminate drunk drivers from the road. One of her biggest accomplishments has been including
offender’s testimonials into the Victim’s Impact Panel (VIP) to provide real life perspectives to
the curriculum. The result of this new strategy has been a comprehensive view of all aspects of
DUI and DWI, and the involvement of participants who later become VIP volunteers.
NON-VOLUNTEER GROUP
District IV– Supervisor Karen Mitchoff
RECOVERY MANAGEMENT SERVICES, INC. (RMS)
RMS has developed an Alcohol and Drug Treatment program that allows individuals to remain
productive members of the community while completing a highly rigorous and comprehensive
inpatient recovery program. RMS has produced spectacular results through their residential
treatment program which includes family and alumni groups. RMS encourages alumni support
to facilitate reintegration into the community and long term recovery. RMS is dedicated to
clients and employees and committed to provide a Second Chance at a First Class Life.

GET REAL MINISTRIES
New Hope International Church
Pastor Wilfredo “Willy” Vega, the leader of Get Real Ministries, has made a huge difference for
many people whose life has been impacted by drugs and alcohol. The Ministry provides
mentoring, support groups, individual counseling and education about the disease of addiction.
Through Get Real, countless individuals have improved toxic relationships, restored families and
marriages, attained employment and housing, removed criminal records and are now living
healthy lifestyles as productive members of the community.
POSTHUMOUS REGONITION AWARD
District – Supervisor
JOHN CANTY
In his capacity as a Deputy Probation Officer, John was a relentless advocate for treatment for
individuals facing drug and DUI court sanctions. While he was firm to follow the law, he was
utterly fair and compassionate. John went above and beyond monitoring the clients on his
caseload by encouraging and referring them to substance abuse treatment to better their life.
John Canty exemplified the benefits of criminal justice working together with substance abuse
treatment.

District II - Supervisor Candace Andersen
SARAH RUMFELT
Sarah has been a loyal and committed member of the Monte Vista High School Friday Night Live (FNL)
Chapter. By leading FNL meetings and activities intended to raise awareness about youth access to
alcohol and underage drinking, she has created community support for a healthier community. Most
recently, Sarah led an important presentation to the San Ramon City Council and Police Department
regarding underage drinking.

CHARANPREET RAI
She is a member of the Rodeo Youth Mentoring program and an example to many young girls
in the community and school. Charnpreet is a peer educator who advocates to other youth
against alcohol and drugs. Charanpreet is a role model who helps other Rodeo youth to get
involved in positive, productive and healthy activities.
YOUTH LEADERSHIP INDIVIDUAL

KULBHUSHAN RAI
Kulbushan is a member of the Rodeo Youth Mentoring Program, he is passionate about
eliminating alcohol and tobacco sales to minors. He supports all community events and activities
that promote healthy choices for youth. As a young mentor, he models positive and strong
leadership.
YOUTH LEADERSHIP GROUP
District I– Supervisor John M. Gioia
JOHN AND DAVID HUYNH
The Southeast Asian Youth Leaders (SEAYL) group nominated the two brothers for their
extraordinary contribution to the community. Having witnessed many difficult circumstances in
their neighborhood including drugs and alcohol, the Huynh brothers proactively responded by
establishing Crowned Brodies. The group of eight youth , use breakdancing as a way to
positively influence peers. Breakdancing and dance competitions have been a constructive
prevention activity.
