ACKNOWLEDGE that on April 23, 2013, the Board of Supervisors directed the County Administrator to
prepare for consideration by the Board of Supervisors on May 14, 2013, a position modification resolution
necessary to carryout Board action on the Recommended Budget;
1.
ACKNOWLEDGE that on May 14, 2013, the Board of Supervisors will consider approving the FY 2013-14
Recommended Budget requiring the modification, addition and elimination of certain positions in affected
departments;
2.
ADOPT Resolution No. 2013/209, authorizing the modification, addition and deletion of certain positions in
affected departments and ACKNOWLEDGE that all of the positions being eliminated are vacant and that no
employee will be laid-off by this action; and
3.
ACKNOWLEDGE Resolution No. 2008/299 adopted May 6, 2008, authorizing the Human Resources
Department to implement the Tactical Employment Team Program (TETP), whose objective is to mitigate the
negative impact that layoffs have on County employees.

Subject:ADDING AND ABOLISHING POSITIONS AND MOVING EMPLOYEES IN CERTAIN COUNTY
DEPARTMENTS
FISCAL IMPACT:
The fiscal impact is described in the Fiscal Year 2013-14 Recommended Budget
(http://ca-contracostacounty.civicplus.com/index.aspx?NID=770).
BACKGROUND:
On April 23, 2013, the Board held Budget Hearings required prior to adopting the FY 2013-14 Recommended
Budget. At the conclusion of the hearings, the Board directed the County Administrator to return with a Resolution
ordering the movement, addition and deletion of positions necessary to balance the FY 2013-14 budget and the
deletion of positions that are vacant and unfunded. The attached Position Adjustment Resolution (No. 2013/209)
incorporates those changes directed by the Board as part of the FY 2013-14 Recommended Budget. The
Resolution adds, moves and/or eliminates positions in the following departments: Clerk-Recorder/Elections,
Conservation and Development, Human Resources, Public Works, and Sheriff-Coroner.
Further, additional positions in various departments will continue to be held vacant (but not eliminated at this
time) in order to achieve prescribed cost savings through normal and managed attrition to the greatest extent
possible.
Tactical Employment Team Program (TETP) - Attached for reference is a copy of Resolution No. 2008/299,
adopted May 6, 2008, which authorized implementation of the Tactical Employment Team Program. The Tactical
Employment Team Program (TETP) was reimplemented in 2008 and is still in operation. The objective of this
program is to mitigate the negative impact that anticipated layoffs will have on the County’s workforce. The team
is up and running and will continue to work toward finding employment for as many laid-off individuals as
possible. There are no positions identified as 'Filled' in the lay-off resolution this year, therefore it is not
anticipated that there will be anyone laid-off. In fact, due to the hiring freeze, there are currently openings in
several County departments.
CONSEQUENCE OF NEGATIVE ACTION:
Potential delay in elimination and addition of targeted positions, which may impact service delivery.
