HomeMy WebLinkAboutMINUTES - 05142013 - C.38RECOMMENDATION(S): APPROVE and AUTHORIZE Chair of the Board of Supervisors to sign a letter to the Metropolitan Transportation Commission on Draft Plan Bay Area as recommended by the Transportation, Water and Infrastructure Committee. FISCAL IMPACT: None. BACKGROUND: On March 22, 2013, the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) released the Draft - Plan Bay Area: Strategy for Sustainable Region, and the accompanying Draft Environmental Impact Report. The release of the Draft - Plan Bay Area marks a key milestone for ABAG and MTC in meeting the requirements of Senate Bill 375 ("The Californa Sustainable Communities and Climate Protection Act of 2008"), which requires each of the state's 18 metropolitan areas to reduce greenhouse gas (GHG) emissions from cars and light trucks. The 2008 law directed the Californa Air Resources Board to assign GHG reduction targets for the State's metropolitan areas - the Bay Area's assigned target reduction of GHG emissions is a 7 percent per capita reduction by 2020 and a 15 percent per capita reduction by 2035. S.B. 375 requires that the Bay Area and all other regions in California develop a Sustainable Communities Strategy (SCS) as a new element of the Regional Transportation Plan. Another key feature of S.B. 375 is that it requires the regional housing needs allocation process - adopted in the 1980s's as part of the Housing Element law - to be synchronized with the regional transportation planning process triggering an update of Housing Elements for cities and counties within the region. For the San Francisco Bay Area, the SCS has been a joint effort between ABAG and MTC under the umbrella of "Plan Bay Area". ABAG is responsible for the land use and housing assumptions and MTC is responsible for transportation planning. The plan includes forecasts for population, employment, and housing by 2040 for all nine Bay Area counties, forecasts of transportation revenues through 2040, and, based on testing and evaluation of several land use/transportation scenarios, the plan forecasts how well the region can meet its GHG emission reduction targets while also housing 100% of the region's projected population. As noted above, the release of BACKGROUND: (CONT'D) Draft Plan Bay Area marks a key milestone in the SCS process under S.B. 375. As such, the Transportation Water and Infrastructure Committee recommends the Board authorize the Chair of the Board of Supervisors to submit the attached comment letter on the Draft Plan Area to the Metropolitan Transportation Commission. CONSEQUENCE OF NEGATIVE ACTION: The comment period on Draft Plan Bay Area closes on May 16, 2013. The Board would miss an opportunity to comment before the close of the comment period.
