AUTHORIZE the Auditor-Controller to transfer $259,000 from the Park Dedication Trust Fund account 8136 37350
32401 to the Public Works Department to finance the installation of landscaping on County-owned property located
along the Iron Horse Corridor at 230 Hookston Road in Pleasant Hill.
FISCAL IMPACT:
No General Funds are involved. Park Dedication funds that have accumulated in the Contra Costa Centre census tract
will be used to pay the costs associated with installing landscaping on the County-owned property situated along the
Iron Horse Trail.
BACKGROUND:
The County owns property (formerly Tri-City Concrete) located at 230 Hookston Road in Pleasant Hill. This
property is strategically located along the Iron Horse Corridor (IHC) between the Hookston Station Tree Planting
project and Walden Green Phase II landscaping project. The County is currently clearing the site following the
relocation of Tri City Concrete. The County's Public Works Department has requested $259,000 in park dedication
funds to finance the installation of limited landscaping on the subject property. When completed, the IHC will be
continuously landscaped from the Pleasant Hill/Contra Costa Centre BART station to Mayhew Way, consistent with
the landscaping policies of the

Subject:Allocation of Park Dedication Funds for Landscape Improvements on the Iron Horse Corridor
BACKGROUND: (CONT'D)
Iron Horse Corridor Management Program adopted by the Board of Supervisors on October 17, 2000 . The project
will also provide a landscaped buffer between the users of the IHC and the industrial businesses west of the corridor.
The Capital Projects Management Section of the Public Works Department will provide design and management
services for the project. Once completed, the Colony Park Neighbors Association will maintain the landscaped area
for the first five years through an agreement with the County. The Association has successfully maintained the
Hookston Station Tree Planting project for the past four years. The proposed budget includes an estimated $70,000 in
soft costs (planning/design, environmental, construction management, etc.) and $189,000 in hard costs (site
preparation, purchase and installation of landscape materials, etc.). Park dedication funds can't be used for
maintenance activities.
The project is expected to be completed in early 2014. Both the Iron Horse Corridor Advisory Committee and the
Contra Costa Centre Municipal Advisory Committee have recommended the Board of Supervisors approve this
request for park dedication funds.
It is the policy of the County to use park dedication funds to meet local park needs. This action is consistent with that
policy and staff recommends approval of the request for funds. Installing landscaping on the subject property will
improve the aesthetics of the trail in that area and benefit the thousands of people who use the trail on a yearly basis.
CONSEQUENCE OF NEGATIVE ACTION:
Not providing the requested funding will prevent landscaping on the section of the Iron Horse Corridor located
between the Hookston Station Tree Planting area and Walden Green Phase II project, and defer implementation of the
landscape element of the Iron Horse Corridor Management Program.

The proposed trail landscaping project supports the following community outcome established in the Children's
Report Card: Communities are safe and provide a high quality of life for children and families.
