Request that the two departments under the coordination of the County Administrator' s Office review the attached draft resolution and develop a recommendation for the Board' s consideration and action at its meeting of September 23, 1986 (resolutions are due to the State by September 25, 1986) . BACKGROUND INFORMATION: I had a recent discussion with Gerald Dunbar, Director of the City of Pittsburg' s Human Resources Department, regarding the possibility of the County joining with the city in its application for designation as an Employment Incentive Area as provided for in the Employment and Economic Incentive Act. Briefly, the Employment and Economic Incentive Act is a demonstration program which designates nine areas in California to receive focused economic development programs and tax incentives over ... . a 15 year period. -The primary. goal of the program is to increase employment in communities with high unemployment rates and low incomes,,- by lowering costs for firms that hire community residents. Last year the. City of Pittsburg applied for a similar demonstration program under the Enterprise Zone Act. - The county endorsed the city' s proposal at, that time. In this current program, the county' s joint participation would enable the inclusion of unincorporated areas within the proposed program area.
