SUBJECT:
EMPLOYMENT AND ECONOMIC INCENTIVE ACT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer the matter of joining with the
City of Pittsburg in its application for designation as an Employment
Incentive Area to the County Administrator' s Office, the Private
Industry Council and the Community Development Department. Request
that the two departments under the coordination of the County
Administrator' s Office review the attached draft resolution and
develop a recommendation for the Board' s consideration and action at
its meeting of September 23, 1986 (resolutions are due to the State by
September 25, 1986) .
BACKGROUND INFORMATION: I had a recent discussion with
Gerald Dunbar, Director of the City of Pittsburg' s Human Resources
Department, regarding the possibility of the County joining with the
city in its application for designation as an Employment Incentive
Area as provided for in the Employment and Economic Incentive Act.
Briefly, the Employment and Economic Incentive Act is a
demonstration program which designates nine areas in California to
receive focused economic development programs and tax incentives over
... . a 15 year period. -The primary. goal of the program is to increase
employment in communities with high unemployment rates and low
incomes,,- by lowering costs for firms that hire community residents.
Last year the. City of Pittsburg applied for a similar
demonstration program under the Enterprise Zone Act. - The county
endorsed the city' s proposal at, that time. In this current program,
the county' s joint participation would enable the inclusion of
unincorporated areas within the proposed program area.

Area Designation
WHEREAS the City of Pitsburg wishes to apply for designation of an
Employment & Economic Incentive Area pursuant to Assembly Bill (AB) 514; and
WHEREAS the proposed program area includes unincorporated area within the
County' s jurisdiction; and
WHEREAS . The Employment & Economic Incentive Act requires that the County
apply for. the incl.usion of those areas within its jurisdiction in the proposed
program area ; and
WHEREAS the County has no- objection to the inclusion of the unincorporated
, areas as delineated in maps and descriptions (attached Exhibit 'A) as submitted
by the City of Pittsburg (subject to the City ' s agreement to hold the County
harmless from any resul ting costs such as for an EIR or for loss of revenue
such as in fees and taxes) resulting from the adoption of this resolution
and implementation of the proposed Employment & Economic Incentive Area ; and
;WHEREAS the County certifies that no portion of the proposed program area
within its jurisdiction is an agricultural area ; and
.WHEREAS the County agrees to complete all actions stated within the
preliminary and final application which apply to its jurisdiction ; and
WHEREAS, except for purposes of the Community Redevelopment Law, the County
concurs- with the City of Pittsburg's finding that the High Density
Unemployment Area does not include any area that is not distressed and that
designation of an Employment &Economic Incentive Area is necessary to assist
in attracting private sector investment to the application area ; and
,,WHEREAS the County concurs with the City of Pittsburg ' s findings that the
High""'Density Unemployment Area (HDUA) is within reasonable commuting distance
of the proposed program area and that it is reasonable to expect that
program area businesses will hire HDUA residents .
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors does hereby co-apply with the City of Pittsburg for designation
as a program .area under the Employment and Economic Incentive Act pursuant
to the provisions of Chapter 44, Statutes of 1984, Assembly Bill 514.
BE IT - FURTHER RESOLVED that the Contra Costa County Board of Supervisors
will consider actions it may deem appropriate to stimulate business growth
and development in the unincorporated areas within its jurisdiction which
are included within the Employment and Economic Incentive Act,
BE IT FURTHER RESOLVED that- the City of Pittsburg by submitting this
resolution to the State as part of its Preliminary Application , agrees to
be bound by the provisions of this resolution .
