APPROVE Appropriation and Revenue Adjustment No. 5087 authorizing additional revenue in the amount of
$114,312 and appropriating it toward the funding of the Regional Renewable Energy Program (R-REP) solar
installation refundable deposit of $42,500, the 151 Linus Pauling Drive solar installation (Bay Area Air Quality
Management District grant) refundable deposit of $5,000, and to cover costs of $66,812 already incurred on various
energy projects.
FISCAL IMPACT:
No fiscal impact. Revenues of $114,312 have already been received from PG&E rebates on previous energy
conservation projects.
BACKGROUND:
The County is participating in the Regional Renewable Energy Program (R-REP) solar installation bid with other
counties and cities. A California Solar Initiative (CSI) application fee is required within 30 days of plan submittal for
each application. The 7 sites selected for the R-REP bid process are: 255 Glacier Drive, 1960 Muir Road, 1980 Muir
Road, 202 Glacier Drive, 50 Glacier Drive, 555 Escobar Street, and the West County Health Center at 13601 San
Pablo Avenue.

BACKGROUND: (CONT'D)
The CSI application fees total $42,500 for the 7 sites. Once a solar installation is completed at a site, the
application fee is refundable.
The application for the 151 Linus Pauling solar installation will be included in the R-REP solicitation. The CSI
application fee is $5,000 for 151 Linus Pauling. The project is funded with a Bay Area Air Quality Management
District (BAAQMD) grant.
The Energy Manager’s cost for the preparation and management of these projects and other energy conservation
projects is covered by the PGE rebates earned from energy conservation projects. The estimated rebates (CSI
incentives) from completing the 7 R-REP solar installations and 151 Linus Pauling is $1,506,608 for County
owned panels and $547,232 for PPA or leased panels.
CONSEQUENCE OF NEGATIVE ACTION:
If the appropriation adjustment is not approved, then the County cannot pay the CSI applications fees and will not
be able to participate in a regional bid package for 7 sites as well as 1 site that will receive a BAAQMD grant. The
County will also fall short in meeting its goals under the Board adopted
Municipal Climate Action Plan (MCAP).
