APPROVE the Fiscal Year 2012/2013 Conoco/Phillips Ultra Low Sulfur Diesel Fuel Return-to-Source Fund
Allocation in the amount of $60,000 for the Parker Avenue Landscape Maintenance Project, as recommended by
Supervisor Glover.
FISCAL IMPACT:
100% General Fund.
BACKGROUND:
On October 17, 1995, the Board of Supervisors (Board) approved allocating property tax revenues from the Unocal
Reformulated Gasoline Projects as a Return-to-Source Fund for the communities of Rodeo, Tormey, and Crockett for
the purpose of funding projects that would positively impact the economic development in the target communities.
On February 15, 2005, the Board approved replacing the source of funding for this fund from the diminishing
proceeds of the Reformulated Gas Project, with a portion of the property tax increment revenue resulting from the
construction of the ConocoPhillips Ultra Low Sulfur Diesel Fuel Project. This funding was designated

BACKGROUND: (CONT'D)
for economic development and policing needs in the impacted West County unincorporated communities of Rodeo,
Tormey, Crockett, and Port Costa.
A request is being made in FY 2012/2013 for Return-to-Source funding as part of a project that will continue to
maintain the aesthetics and prevent visual blight of the downtown Rodeo area. Keeping this area in a state of good
repair will serve the residents of Rodeo, with secondary benefits for local visitors spending time in the area (such as at
Lefty Gomez Park). The project will promote a quality downtown area in Rodeo for those that reside there, as well as
those that visit, or simply pass through. Keeping a pedestrian-friendly area will support economic development for
the area and encourage active living.
CONSEQUENCE OF NEGATIVE ACTION:
If the Parker Avenue landscape is allowed to degrade, it will decrease the aesthetic value of the downtown Rodeo
area. Maintaining aesthetics in core areas of the community will support property values and community identity
which has been linked to crime reduction. Continuing to maintain the Parker Avenue area is a more cost-effective
solution than allowing the area to degrade and investing in repairs.
