Closed Session   D. 11 CONSIDER Consent Items previously removed.    There were no items removed from consent for discussion.   D. 12 PUBLIC COMMENT (2 Minutes/Speaker)    No Name Given spoke on the continuing need for a noise ordinance in Discovery Bay and Brentwood and offered to assist in the purchase of a decibel meter if that would help. The Board clarifed that the temporary events ordinance is being updated to address the matter and coming for adoption next week. Caller 6770 commented in regard to consent items from today's agenda Nos. C.37, C.39, C.57 and C.56 which individually aren't expensive but together represent about $2.15 million. These items are to try the address the breakdown of society at the most fundamental levels, the individual and the family, such as victims of intimate partner violence, transitional housing for emancipated youth, domestic violence, outpatient psychiatric services to mentally ill adults. He spoke of the incredible emotional trauma of victims that affects not only them but those around them. Oman Wilson, Antioch, spoke in favor of healthy food options being displayed near cash registers in food markets and advocated for access to sexual protection products. Trish thanked Supervisor Mitchoff for her support of Knightsen in regard to the illegal and noisy parties and suggested increasing the amount of the fines for transgressions.   D. 13 CONSIDER reports of Board members.
