Public Health Officer’s recommendations for virtual meetings and social distancing, Board

C. 14 APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a
month-to-month hangar rental agreement with Viatcheslav Krassovsky, for a

monthly amount of $359, Pacheco area (District IV).
C. 15 Acting as the governing body of the Contra Costa County Flood Control and
Water Conservation District, APPROVE and AUTHORIZE the conveyance of an
access easement to Fujii Nursery Company, et al., to allow access across District

C. 16 Acting as the governing body of the Contra Costa County Flood Control and

effective July 1, 2022, to increase the payment limit by $170,000 to a new
payment limit of $370,000 for on-call professional engineering services relating
to hydrology/hydraulic studies and modeling, with no change to the term of May

APPROVE and AUTHORIZE execution of agreements between the County and the
following agencies for receipt of fund and/or services:
C. 46 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with the United States Department of Housing and Urban
Development, to pay the County an amount up to $274,606 for the Permanent
Connections Supportive Housing Program to provide housing sites for homeless
youth with disabilities, mental illness, substance abuse, HIV/AIDS and dual
diagnosis for the period July 1, 2022 through June 30, 2023. (25% County match,
budgeted)
C. 47 ADOPT Resolution No. 2022/262 to approve and authorize the Employment and
Human Services Director, or designee, to execute a contract amendment with the
California Department of Community Services and Development to accept
additional funds in the amount of $1,057,688 for a new total funding limit of
$4,446,906, to provide services to additional residents eligible for the Low Income
Home Energy Assistance Program with no change to the term November 1, 2021
through June 30, 2023. (100% Federal)
C. 48 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract with Physicians for a Healthy California, to pay the County an
amount up to $150,000 to continue providing training of primary care and
emergency physician residents at Contra Costa Regional Medical Center and
Contra Costa Health Centers for the period July 1, 2022 through September 30,
2025. ($100 County match, 100% Hospital Enterprise Fund I)
C. 49 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with the City of Hercules, to pay County an amount
up to $15,000 to provide congregate meal services for the County’s Senior
Nutrition Program for the period July 1, 2022 through June 30, 2023, including a
three-month automatic extension through September 30, 2023. (No County match)
C. 50 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute
a contract with Fix Our Ferals, a non-profit organization, in the amount of
$42,000 to implement the sale of the former Pinole Animal Shelter, located at 910
San Pablo Avenue in Pinole, AUTHORIZE the Chair, Board of Supervisors, to
execute a grant deed conveying the property to Fix Our Ferals, and take related
actions under the California Environmental Quality Act. (100% General Fund)
C. 51 APPROVE and AUTHORIZE the Employment and Human Services Director, or

designee, on behalf of the Workforce Development Board, to accept grant funding
from the Foundation for California Community Colleges in coordination with the

increase access to year-round work-readiness training and paid work-experience
opportunities for students with disabilities, for the period July 1, 2022 through
June 30, 2023. (100% Federal)
C. 52 APPROVE and AUTHORIZE the Health Services Director or designee, to
execute a contract, on behalf California Department of Public Health, California
Home Visiting Program Maternal, Infant and Early Childhood Home Visiting
American Recovery Plan, to pay the County an amount not to exceed $157,665
for the California Home Visiting Nurse-Family Partnership Program effective
upon approval of the agreement through September 30, 2023; and APPROVE and
AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services
Director, purchase orders totaling an amount not to exceed $157,665, for prepaid
grocery gift cards to be issued for the purpose of meeting the emergency needs of
the Nurse-Family Partnership Program clients. (No County match)
C. 53 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a contract amendment with the City of San Pablo, to increase the amount
payable to the County by $100,416 to a new amount not to exceed $284,479 and
to extend the termination date from June 30, 2022 to June 30, 2023 to continue to
provide homeless outreach services for the Coordinated Outreach, Referral and
Engagement Program. (No County match)
C. 54 APPROVE and AUTHORIZE the Health Services Director, or designee, to accept
a grant award from the State of California Health and Human Services Agency,
California Department of Public Health, to pay the County an amount up to
$390,488 for Immunization Champions projects that support schools with
immunization efforts for the period July 1, 2022 through June 30, 2023. (No
County match)
C. 55 APPROVE and AUTHORIZE the Health Services Director, or designee, to accept
a grant award from the State of California Health and Human Services Agency,
California Department of Public Health, to pay the County an amount up to
$2,571,581 for COVID-19 Epidemiology and Laboratory Capacity expansion to
support the construction of a new public health laboratory for the period May 14,
2021 through July 31, 2024. (No County match)
C. 56 APPROVE and AUTHORIZE the Health Services Director, or designee, to accept
a grant award from the State of California Health and Human Services Agency,
California Department of Public Health, to pay the County an amount up to
$304,004 for a Epidemiology and Laboratory Capacity project to provide
additional surveillance measures and threat detection of antibiotic resistant
organisms for the period June 1, 2022 through July 31, 2024. (No County match)

C. 57 APPROVE and AUTHORIZE the Chief Information Officer, Department of
Information Technology, or designee, to execute a contract with the East Bay
Regional Park District for the Department of Information Technology to provide
radio communication services to the East Bay Regional Park District at the rate of
$139.00 per hour plus the cost of any material and equipment and to provide rack
space at certain County communication facilities for radio equipment to be
housed for the term August 1, 2022 until terminated.
C. 58 ADOPT Resolution No. 2022/260 to approve and authorize the Employment and
Human Services Director, or designee, to accept additional funding in the amount
of $39,512, for a new total contract amount not to exceed $137,653 from the
California Department of Aging to provide additional Supplemental Nutrition
Assistance Program – Education services in Contra Costa County with no change
to the term October 1, 2021 through September 30, 2022. (100% Federal)
APPROVE and AUTHORIZE execution of agreement between the County and the
following parties as noted for the purchase of equipment and/or services:
C. 59 APPROVE and AUTHORIZE the Health Services Director, or designee, to
execute a novation contract with La Clinica De La Raza, Inc., in an amount not to
exceed $918,390 to provide mental health services to seriously emotionally
disturbed children and their families in East Contra Costa County for the period
July 1, 2022 through June 30, 2023, including a six-month automatic extension
through December 31, 2023 in an amount not to exceed $459,195. (50% Federal
Medi-Cal, 50% Mental Health Realignment)

C.125 SET the special tax levy for police services Zones in County Service Area P-6 for
Fiscal Year 2022-2023, as recommended by the Sheriff-Coroner. (100%

C.126 APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Health Services Director, a purchase order amendment with Microsoft
Corporation for the purchase of Microsoft’s Unified Support for licensed products
to amend the term to April 6, 2022 through April 5, 2023, with no change to the
payment limit. (100% Hospital Enterprise Fund I)
C.127 ADOPT Resolution No. 2022/555, declaring the intention to form Zone 506
within County Service Area P-6 in the Discovery Bay area and fixing a public
hearing for August 16, 2022, to consider public input regarding the establishment
of Zone 506, and the adoption of Ordinance No. 2022-11 authorizing the levy of a
special tax within Zone 506 to fund police protection services, as recommended
by the Conservation and Development Director. (100% Developer fees)
C.128 AUTHORIZE the discharge from accountability for uncollected Animal Services
Department accounts totaling $865,480, which have been deemed uncollectible,
as recommended by the Animal Services Director.
C.129 APPROVE the list of providers recommended by Contra Costa Health Plan's
Medical Director and the Health Services Director, as required by the State
Departments of Health Care Services and Managed Health Care, and the Centers
for Medicare and Medicaid Services. (No fiscal impact)
C.130 ADOPT Resolution No. 2022/257 confirming the Final Report for CSA EM-1
(Emergency Medical Services) and setting assessments to be collected with the
Fiscal Year 2022-23 property taxes, as recommended by the Health Services
Director.
C.131 AUTHORIZE the Auditor-Controller to pay the University of California, San
Francisco (dba UCSF Medical Center) in an amount not to exceed $54,590 for
outside laboratory services provided to Contra Costa Regional Medical Center in
good faith during the period October 1, 2019 through June 30, 2021. (100%
Hospital Enterprise Fund I)
C.132 APPROVE and AUTHORIZE the Conservation and Development Director, or
designee, to enter into a tolling agreement amendment with Discovery Builders,
Inc., and affiliated entities, and Pacific West Communities extending the term
from July 28, 2022 to October 28, 2022, to toll the limitations period for potential
litigation related to the May 24, 2022 approval of development agreements
between the County and Pacific West Communities for the development of
Ambrose Village/Orbisonia Heights, as recommended by the Conservation and
Development Director. (No fiscal impact)

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to
address the Board should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less
than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First
Floor, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be
enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the Board votes on the motion to
adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject to discussion and action by the
Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of
Supervisors, 1025 Escobar Street, First Floor, Martinez, CA 94553 or to
clerkoftheboard@cob.cccounty.us.
