FISCAL IMPACT: None BACKGROUND: The Employment and Human services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start Program and Community Services Bureau. Good News Update/Accomplishments: • On April 2nd CSB was notified that it was successful in its bid to remain as a Head Start and Early Head Grantee in Contra Costa County, however a portion of the grant was also awarded to The Spanish Speaking Unity Council for services in the Monument Corridor. Negotiations will take place during the month of April between CSB and the Unity Council around the transfer of services in the Monument Corridor. CSB Administrators are developing a finalized plan to account for the reduction in services and service area to be presented for approval to the Board, the Policy Council, and Administration for Children and Families (ACF). • CSB’s substitute cost-saving campaign continues to be effective, yielding a savings of almost $95,000 since October 2012. By promoting and acknowledging staff perfect attendance, 23 classroom teaching teams received recognition for a perfect attendance since January. Staff attendance promotes consistency of care, enhances effectiveness of teaching teams and increases cost savings by minimizing the use of substitutes. • CSB collaborated with the Local Planning Council (LPC) in implementing the Road Map to Kindergarten. Road Map to Kindergarten is a brochure, created by the LPC to provide year-round tips to families in working with their children as they transition to kindergarten. The teaching staff will receive training strategies towards building sustained and committed relationships with families and support them in promoting Kindergarten Readiness. • The Economic Opportunity Council held executive committee officer elections. Rachele Gomes, Low-Income Sector, was elected as Chair; Kathy Jones, Low-Income Sector was elected as Vice-Chair; and Donald Taylor, Private/Non-Profit Sector was elected as Secretary. II. Status Updates: a. Caseloads/Workload • Enrollment: Head Start: 1799 (100 %); Early Head Start: 409 (102%) • Stage 2 (Alternative Payment Program): 303 Families/476 Children • CAPP (Alternative Payment Program): 83 Families/125 Children • Weatherization: 28 Dwellings weatherized • Low-Income Home Energy Assistance Program: 684 Applicants served CAO Report- Page 2 Camilla Rand, M.S. Staffing • At this time CSB is revisiting its staffing needs and is making adjustments in accordance with the impact of the 5% sequestration and the Recompetition announcement on the Head Start programs. c. Legal/lawsuits • N/A d. Union Issues • CSB participated in Step 4 Grievance with Local One regarding the action taken by the Bureau to reduce the work schedule for selected Child Nutrition Food Services employees from 40/40 hours to 32/40 hours. The Step 4 Grievance, Adjustment Board, resulted in Deadlock. • CSB will be scheduling a meeting with the Labor Relation unit of the CCC HR Department and County Counsel to discuss mediation with Local One regarding the reduction of work hours for the child nutrition workers. • A Meet & Confer was scheduled for April 8, 2013 regarding changes in work conditions for selected employees as a result of sequestration. Further meetings will be scheduled regarding reductions resulting from Recompetition. III. Hot Topics/Concerns/Issues: • Health Care Reform continues to be a hot topic – staff was trained to use website: www.healthcare.gov which has proven helpful. IV. Emerging Issues/New Challenges: • Re-competition and Sequestration reduction planning is underway with concentrated efforts now that CSB has received some information about estimated grant amounts for the remainder of the 2013 year and projected funding amounts for 2014. cc: Policy Council Chair Family & Human Services Committee Shirley Karrer, ACF
