Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment #23-513-3 with Optuminsight, Inc, a corporation, effective September 1, 2012, to amend Contract
#23-513 (as amended by #23-513-1), to increase the total Contract Payment Limit by $300,000 from $500,000, to a
new total payment limit of $800,000, with no change in the original term of January 17, 2012 through December 31,
2012.
FISCAL IMPACT:
This Amendment is funded 100% by Federal Medicare & Medicaid Electronic Health Records Incentive Program of
the American Recovery & Reimbursement Act (ARRA) and the Delivery System Reform and Incentive Pool
(DSRIP) funding. (No rate increase)
BACKGROUND:
On January 24, 2012, the Board of Supervisors approved Contract #23-513 (as amended by Amendment Agreement
#23-513-1) with Optuminsight, Inc, to provide professional consultation and technical assistance to the Department’s

BACKGROUND: (CONT'D)
to the Electronic Health Records Program, including, but not limited to project management, implementation,
integration training, information security and network management support, through December 31, 2012, which
included modifications to County Standard General Conditions language.
Approval of Contract Amendment Agreement #23-513-3 will allow the Contractor to be reimbursed for additional
expenses and hours of services incurred during the provision of mutually agreed services for the implementation of
the Epic Electronic Health Record, through December 31, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, County will not receive additional services from Contractor that are necessary for
the successful implementation of the Epic Electronic Health Record System.
