AUTHORIZE the Auditor-Controller on behalf of Employment and Human Services (EHSD) to pay Hyatt House, an
amount not to exceed $14,000 for the EHSD Children and Family Services Bureau, Heritage Project Options for
Recovery Program retreat and specialized training event for foster parents and relative caregivers, to be held May 9
through May 10, 2013.
FISCAL IMPACT:
$14,000: 7.5% County, 17.5% State, 75% Federal
BACKGROUND:
In response to issues related to peri-natal exposure to alcohol and drug, an interagency collaboration was formed with
California Departments of Alcohol and Drug programs, Developmental Service; Mental Health Service, Health
Service and Social Service agencies. This collaboration was named Options for Recovery. The mission is to promote
the recovery of pregnant, postpartum, and parenting chemically dependent woman and enhance the health of
children.
County receives an allocation from the California Department of Social Services for the Heritage Project , Options
for Recovery Program. One of the

BACKGROUND: (CONT'D)
required services for funding is specialized training for foster parents and relative caregivers to prepare these
individuals to care for special needs infants and children with drug exposure.
On May 9 through May 10, 2013 the EHSD Children and Family Services Bureau will provide Heritage Project
foster parents and relative caregivers with an intensive two-day training.
At Hyatt House's request, this board order authorizes the Auditor to pay the hotel for the training expenses. This
board order also verifies the provision of food and beverage to the attending parents and relative caregivers during the
event is an allowable expense under the Heritage Project funding guidelines and will be consistent with County
Administrative Bulletin No. 614, paragraph IV. B.
CONSEQUENCE OF NEGATIVE ACTION:
County would not meet progran funding training requirements.
