("MDS") for the Kitchen Boiler Replacement project at the Contra Costa Regional Medical Center, 2500 Alhambra Avenue, Martinez, for the Health Services Department, for a revised total agreement amount of $149,170. AUTHORIZE the Public Works Director, or designee, to execute the Amendment. FISCAL IMPACT: Funding is provided by the Hospital Enterprise 1 Fund. BACKGROUND: On March 2, 2012, the County entered into a Consulting Services Agreement with MDS to provide mechanical engineering services for the Kitchen Boiler Replacement project. The scope of services included the design of a new boiler to replace one of the existing boilers in the Boiler Building. The permit agency for this project is the Office of Statewide Health Planning and Development (“OSHPD”). Per OSHPD, the Kitchen/Cafeteria is required to have redundant systems since it provides services to an acute care facility. Therefore, two boilers and hot water systems are necessary for the Kitchen/Cafeteria. The original scope was for a boiler and hot water system to replace the older of the two existing systems. The two boiler and hot water systems would service the Kitchen/Cafeteria Building, and Buildings E, F, and G, as they do currently. The existing boiler is located at the Boiler Building and has elevated piping routed to the Kitchen/Cafeteria and Buildings E, F, and G. It was discovered during design that the elevated piping does not conform to current building seismic codes. To replace this piping system and bring it into compliance would be cost prohibitive. Also, when Buildings E, F, and G were originally constructed in the 1950’s they were for patient care and required redundancy. The use of these buildings has changed and therefore they no longer require redundancy. Amendment No. 1 was authorized in January 2013 to evaluate several proposed locations to relocate the new boiler system due to the discovery that the existing elevated piping was not compliant with current seismic building codes. Based on the evaluation, the proposed locations lacked adequate structural support and would be expensive to retrofit. Because the Kitchen/Cafeteria Building is required to have redundancy, and buildings E, F, and G are not, Health Services has requested that the scope be modified to include the design of a new dedicated dual boiler and hot water system to service only the Kitchen/Cafeteria, which will be located on an adjacent new equipment platform, and a new dedicated and separate boiler and hot water heater that will service Building E, and will be located in the mechanical room within the building. The existing (newer) boiler and hot water system that was not scheduled to be replaced will continue to service Buildings F and G. The other older existing system will be removed. This Amendment No. 2 will provide the additional services necessary to design the separate boiler and hot water systems. The Public Works Director recommends the approval of Amendment No. 2 in the amount of $65,000 for a revised total agreement amount of $149,170. CONSEQUENCE OF NEGATIVE ACTION: If this Amendment is not approved, the design of the two separate boiler and hot water system replacements will not be completed and the original design for a single boiler and hot water system replacement will continue, which has been determined to be more expensive due to the retrofit costs required for seismic compliance. If the existing boiler fails and cannot be repaired, the Kitchen/Cafeteria will cease services, which will interrupt patient care. CHILDREN'S IMPACT STATEMENT: Not applicable.
