HomeMy WebLinkAboutMINUTES - 05072013 - C.24RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21277 to cancel one (1) full-time Clerk- Specialist level (JWXD) (represented) vacant position #293 at salary level 3RX-1156 ($3,255 - $4,157) and add one (1) full-time Secretary - Advanced level (J3TG) (represented) at salary level 3R2-1163 ($3,386 - $4,334) in the Clerk of the Board's Office. FISCAL IMPACT: The net annual increased cost of this proposed position substitution is $9,876, or approximately $1,235 in the current fiscal year (for the period May 15, 2013 to June 30, 2013). The additional cost of $1,235 in FY 2012-13 will be paid from current year salary savings resulting from the recent vacancy in this position. The increased costs will be included in the Clerk of the Board budget (department 0002) for future years. BACKGROUND: The Assessment Appeals Board is charged with reviewing appeals from property tax assessments filed by property owners in Contra Costa County. The Board receives support from a staff person in the Clerk of the Board of Supervisor's office who is assigned as the Assessment Appeals Board Clerk. A recent vacancy has required the recruitment and hiring of a new Assessment Appeals Board Clerk. This position was previously held by an employee in classification JWXD - Clerk, Specialist Level at a maximum annual salary of $49,884. Because of the critical importance of the duties of the Assessment Appeals Board clerk, including processing critical documents, complying with highly specific administrative procedures, and attending and documenting Assessment Appeals Board hearings, the County Administrator is recommending that the position be upgraded to that of J3TG - Secretary-Advanced level at a maximum annual salary of $52,020. Including estimated benefits, the net annual increased cost of the proposed substitution is estimated at $9,876. This increased costs will be incorporated in the existing budget for the Clerk of the Board of Supervisors. CONSEQUENCE OF NEGATIVE ACTION: Disapproval of the request would result in hiring an Assessment Appeals Board Clerk in a lower classification than recommended, and could impede the most effective administration of Assessment Appeals Board business.
