FISCAL IMPACT: No additional fiscal impact. Salary costs are included in the Department’s operating budget. Bueren, Public Works Director/Chief Engineer Date:April 23, 2013 Contra Costa County Subject:Temporary Hire of County Retiree – Waiver of 180-day “sit-out” period BACKGROUND: (CONT'D) Pension Reform Act of 2013 requires that active members who retire on or after January 1, 2013 must wait 180 days after retirement before returning to work as a temporary employee. The Act also allows the Board, based on a finding that the appointment is necessary to fill a critically needed position, to waive the 180 day "sit out" period. Mr. Russo retired from the Public Works Department effective March 29, 2013. He served as the Print & Mail Services Division Supervisor. The Supervisor position in Print & Mail Services is pivotal because of its responsibility to customer departments and oversight of production. The Supervisor receives orders from customers and directs the activities of employees. This position oversees the County’s printing and copying, mail, courier, graphic design, and warehouse operations. This position has become critical to the Department because it is the last remaining supervisory position at Print & Mail Services. Both the Print & Mail Services Manager and Lead Print & Mail Services Technician are currently vacant and are both pending exams with the Human Resources Department. Additionally, the Print & Mail Services Supervisor will be needed to provide a transition period in which to fill and train critical positions to ensure that critical County-wide services continue as required. The Supervisor will instruct key personnel on the operation of the online ordering system, mail and inserting, fulfillment, scanning, outside printing, and other critical operations. During the extension period, it is anticipated that the Print & Mail Manager position will be filled. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval will not allow the Department to properly manage and operate the Print & Mail Services Division.
