SUBJECT: Hearing on Proposed Ordinance Requiring Land Use Permits
for Development Projects Involving Hazardous Materials or
Wastes
The Board on August 26 , 1986 continued to this date the
hearing on the proposed ordinance requiring land use permits for
development projects involving hazardous materials or wastes;
The following persons appeared to speak:
Tom Adams, 1875 So. Grant #600 , San Mateo, representing
the Contra Costa Building Trades;
Hal Downie, 131 Pebble Lane, Alamo, Industrial
Association;
Earl McIntyre, P.O. Box 471 , Pittsburg, representing
USS-POSCO Industries;
Leslie Stewart, 3398 Wren Avenue, Concord, representing
League of Women Voters;
Jean Siri , 1015 Leneve Place, E1 Cerrito, representing
West Contra Costa Conservation League;
Arliss Ungar, 517 Silverado Drive, Lafayette;
Bryant Fischback, 1324 El Curtola Boulevard, Walnut Creek,
Industrial Association as representative on Contra Costa Hazardous
Waste Task Force;
Linda Best, 2682 Bishop Drive, San Ramon, Contra Costa
Council;
Warren Jackman, 2727 Alhambra Avenue, Martinez;
Tony Cannata, Alhambra Avenue, Martinez, Central Labor
Council;
John Matheis, 1030 Shary Court, Concord;
Harry Hall, 940 Hensley Street, Richmond, representing
Council of Industries;
Perry Davidson, 1736-B Sapling Court, Concord;
Jim Pezzaglio, 611 Las Juntas, Martinez, representing
Contra Costa Council;
Art Carter, 1127 11th Street #226, Sacramento, repre-
senting Northern California Pipe Trades Council-State Association of
Electrical Workers;
All interested persons having appeared, the Chair closed
the public hearing.
The Board members discussed the different proposed drafts
and the alternate pages for Draft Number Two.
Supervisor Torlakson moved adoption of Draft Number One
with certain amendments.
Supervisor Schroder seconded the motion.
Supervisor Powers moved a substitute motion to amend the
language in Draft Number Two to include the two alternate pages and
certain other amendments.
Supervisor McPeak seconded the motion.
Supervisor Fanden expressed concern whether she should
vote on the issue due to a possible conflict of interest, and County
Counsel asked that the matter be continued for one week for him to
investigate and consult with her about the matter.
Therefore, IT IS BY THE BOARD ORDERED that the decision on
the proposed ordinance requiring land use permits for development
projects involving hazardous materials or wastes is DEFERRED to
September 16 , 1986 on the determination calendar.
