APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement
with Mark Thomas & Company, Inc., in an amount not to exceed $286,000, for professional engineering services for
the Marsh Creek Road Bridge (Br. No. 28C-0141) Replacement project, for the period of April 16, 2013 through
acceptance of the completed bridge by the Board of Supervisors, Clayton area. County Project No. 0662-6R4079,
Federal Project No. BRLS-5928(107)
FISCAL IMPACT:
This project, including this Consulting Services Agreement, is funded by 88.53% Federal Highway Bridge Program
Funds and 11.47% Local Road Funds.
BACKGROUND:
This project will consist of preparing plans, specifications, and estimates, including geological and hydraulic studies
for the replacement of the Marsh Creek Bridge (Bridge No. 28C-0141) over Marsh Creek in eastern Contra Costa
County.
Professional engineering services are required for the proper and satisfactory execution of the Marsh Creek Bridge
(Bridge No. 28C-0141) Replacement project. Mark Thomas

BACKGROUND: (CONT'D)
& Company, Inc. was selected to provide these services after completing a request for qualifications solicitation
and interview process that put them on a short list with four other firms to provide consulting services for future
projects. The County requested and received technical proposals from each of the five short listed firms to provide
consulting services for this project. Mark Thomas & Company, Inc. was selected by a selection committee as the
firm that was best able to address the County’s needs for the project.
Public Works has successfully negotiated with Mark Thomas & Company, Inc. to provide the professional
engineering services.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in the
design and construction of the Marsh Creek Bridge Replacement project will occur, ultimately delaying the
completion of the project. Project delay may also result in substantial additional project costs and jeopardize the
funding.
