APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement
with Quincy Engineering, Inc., in an amount not to exceed $282,000, for professional engineering services for the
Canal Road Bridge Replacement project, for the period of April 16, 2013 through acceptance of the completed bridge
by the Board of Supervisors, Bay Point area. County Project No. 0662-6R4080, Federal Project No.
BRLO-5928(108)
FISCAL IMPACT:
This project, including this Consulting Services Agreement, is funded by 100% Federal Highway Bridge Program
funds.
BACKGROUND:
This project will consist of preparing plans, specifications, and estimates, including geological studies for the
replacement of the Canal Road Bridge (Bridge No. 28C-0376) over the Contra Costa Canal in the Bay Point area.
Professional engineering services are required for the proper and satisfactory execution of the Canal Road Bridge
Replacement project. Quincy Engineering, Inc. was selected to provide these services after completing a request for
qualifications solicitation and interview process

BACKGROUND: (CONT'D)
that put them on a short list with four other firms to provide consulting services for future projects. The County
requested and received technical proposals from each of the five short listed firms to provide consulting services
for this project. Quincy was selected by a selection committee as the firm that was best able to address the
County’s needs for the project.
Public Works has successfully negotiated with Quincy Engineering, Inc. to provide the professional engineering
services.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in the
design and construction of the Canal Road Bridge Replacement project will occur, ultimately delaying the
completion of the project. Project delay may also result in substantial additional project costs and jeopardize the
funding.
