CONSIDER accepting a status report on the Contra Costa County Fire Protection District study by Fitch & Associates, LLC and approve a
comprehensive work plan defining the study process and milestones. (David Twa, County Administrator)
Having heard the status report, Supervisor Piepho made the following comments and suggestions:
Consider governance of the District, whether to maintain the status quo or seek special district status
through LAFCO;
Investigate to learn if benefits may be possible by refinancing the pension obligation bond(s) at the
current low rates;
Place emphasis on the completeness and credibility of the report from all stakeholders' perspectives and
ensure that the input from the Fire Protection District Advisory Commission and LAFCO are included,
with a focus on fire protection and all-hazards response;
Look to any and all possible resources for opportunity.
ACCEPTED a status report on the Contra Costa County Fire Protection District study by Fitch & Associates,
LL C and APPROVED a comprehensive work plan defining the study process and milestones with the
additional suggestions.

D.3 HEARING on the appeal of the Notice and Order to Abate on the real property located at Veale Ave., Martinez.
(Cheryl Cole, Owner) (Jason Crapo, Department of Conservation and Development) (Continued from April 9, 2013)
CLOSED the hearing; AFFIRMED the County Abatement Officer’s determination in the Notice and Order to Abate by finding that a
Commercial cargo container is stored on site, structures erected on site without required approvals, permits or residential dwelling on
site and storage of construction materials, and other items of personal property on the above–referenced real property is a public
nuisance in violation of Contra Costa County Ordinance Code sections 720-6; ORDERED the property owners to abate the public
nuisance; DIRECTED the County Abatement Officer to remove the commercial cargo container, the structures erected on the site and
all construction materials, and other items of personal property from the property, and charge the cost of the work and all administrative
cost to the property owners, if the property owner does not comply with the Board’s order to abate the public nuisance; DIRECTED the
County Abatement Officer to send the Board’s decision by first class mail to the property owners and to each party appearing at this
hearing, and to file the Board’s decision with the Clerk of the Board of Supervisors.

D.5 HEARING to consider proposed changes to the Land Development Fee Schedule related to home occupation
permits. (Catherine Kutsuris, Conservation and Development Director)
CLOSED the public hearing; DETERMINED for purposes of compliance with the California Environmental
Quality Act (CEQA), that the project is statutorily exempt pursuant to CEQA Guidelines Section 15273(a)(1) –
fees established by public agencies to meet operating expenses; ADOPTED Resolution No. 2013/190, which
incorporates revisions to the Land Development Fee Schedule; and DIRECTED staff to file a CEQA Notice of
Exemption with the County Clerk.

Phyllis Redmond, District Attorney's Office invites everyone to attend the celebration of Victims Rights Week at
the District Attorney's Office. (May 26, 2013 from 10am to 4pm);
John Burgh, President of Contra Costa County Historical Society, invites all to the grand re-opening of the
Historical Center (724 Escobar Street) on Saturday (April 20, 2013 from 10am to 4pm);
Ralph Hoffmann, resident of Walnut Creek, spoke on safety improvements that should be implemented as part
of the Amtrak Intramodal Improvement Project in Martinez, especially in regard to lighting; Mr. Hoffman also
reminded everyone that tomorrow, April 17, 2013, is Jackie Robinson Day.
SD. 3 CONSIDER reports of Board members.
Supervisors Piepho and Mitchoff continue to work with the delta protection committees on the regional level to
provide input and encourage a comprehensive approach to managing the delta's resources. A grant in the
amount of $150,000 was obtained to fund studies at the local level and it will be determined how best to use the
funding.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion.
There will be no separate discussion of these items unless requested by a member of the Board or a member of the public
prior to the time the Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from
those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the
