REFER oversight and receipt of monthly updates on the establishment of the Contra Costa County Covered
California Call Center to the Family and Human Services Committee as recommended by the County Administrator.

BACKGROUND:
Pursuant to the Obama administration’s efforts to provide affordable health care to those who have no health care
insurance, or who are seeking more affordable insurance, Contra Costa County was awarded a contract by the State
of California, Health Benefit Exchange (HBEX), now Covered California, to operate one of three call centers in the
State to implement the Affordable Care Act.
The Employment and Human Services Department has set up teams to facilitate the necessary tenant improvements
to a facility in Concord; recruitment, selection, and hiring of staff; training and operations; and contract oversight. To
keep the Board of Supervisors informed of progress being made by these teams toward the opening of the call center,
it would be beneficial to provide regular oral reports to the Family and Human Services Committee. This will provide
a public forum and transparency as the work progresses.
