APPROVE and AUTHORIZE the Purchasing Agent, to execute a purchase order, on behalf of the Sheriff-Coroner,
with Dive N Trips, in an amount not to exceed $386,000 for diving equipment and training for the period January 25,
2013 through June 30, 2014.
FISCAL IMPACT:
No Net County Costs: 100% of the equipment cost is included in the 2011 Port Security grant funded by the U.S.
Department of Homeland Security. (CFDA #97.056)
BACKGROUND:
On December 13, 2011 (Item C.55), the Board of Supervisors authorized the Sheriff-Coroner to apply for and accept
the 2011 Port Security Grant. The U.S. Department of Homeland Security awarded the 2011 Port Security Grant to
the Office of the Sheriff for the provision of a combined security deterrence and response capability in the water, air,
and land, in cooperation with the U.S. Coast Guard, allied agencies and industry. A key element

Subject:Purchase Order - Dive N Tips (Sheriff's Marine Patrol Diving Equipment)
BACKGROUND: (CONT'D)
of the grant was the funding of equipment to enhance security deterrence capabilities established with the 2011 Port
Security Grant. The 2011 grant specified the purchase of diving equipment and training to detect, deter and prevent
threats to critical infrastructure in the region.
The purchase of the equipment will meet the specifications of the grant, will meet the grant goals, and will provide a
critical homeland security tool for the region. This equipment will provide the Sheriff’s Marine Patrol Unit with the
ability to enhance the security of the critical infrastructure in the Bay and Delta region.
CONSEQUENCE OF NEGATIVE ACTION:
Negative action on this request will result in the loss of Federal funding designed to significantly increase the safety
and security of persons and property within Contra Costa County.
