The Board of Supervisors of Contra Costa County resolves
that:
1. By Resolution 86/350, dated June 27, 1986, this Board
proposed to the Local Agency Formation Commission that County
Service Area M-25 be established. The reason for ,.the proposal is
to form an M ( "Miscellaneous" ) service area to provide the
extended services required for establishing and operating a
community water system in the Knightsen area.
2 . By resolution dated July 9 , 1986, the Local Agency
Formation Commission approved the proposal for formation of the
Service Area and adopted a sphere of influence for said -Area,
subject to the condition that the boundaries of the area be as
described in attached Exhibit A.
3. On July 29 , 1986 , this Board gave notice of hearing on the
Proposed formation, designating September 9 , 1986, at 10 : 30 a.m. . in
this Board' s chambers as the time and place of the hearing, and
advising residents of the affected territory of the right to file
protests .
4 . At said time and place, the hearing was held and anyone
desiring to speak for or against the proposal was heard.
5 . This. Board hereby finds, determine's and declares that:
a. No protests have been filed against the proposed
formation.
b. The new County Service Area is to have the powers to
acquire, construct, operate, replace, maintain and repair a water
supply and distribution system as authorized by Government Code
Sections 25210 . 4 (d) and 25210 . 4a(1) and approved by the Local
Agency Formation Commission;
C. It is intended that funding for the Service Area
will be by service charges/fees imposed on water users in
accordance with Government Code 25210. 77a and 25210. 9 .
d. This Board finds that the exercise of the aforesaid
powers to provide a community water system in the affected area is
an extended service within the meaning of the County Service Area
Law.
e . This Board hereby declares County Service Area M-'
25 to be established, with boundaries as set forth in Exhibit A
hereto, and declares that the types of services to be performed
therein are those necessary or incidental to carrying out the
aforesaid powers in order to provide the community water system.
I HEREBY CERTIFY that the foregoing is a ,true and correct copy of
a resolution entered on the minutes of said Board'of Supervisors on the date
aforesaid.
