BACKGROUND On August 19, 1986 the Board of Supervisors agreed in principle to introduce and adopt an ordinance creating a Human Relations Commission. The Board also directed County Counsel to revise the draft ordinance and present it to our Committee on September 8, 1986. Our Committee reviewed the proposed ordinance prepared by County Counsel on September 8, 1986.. With two minor revisions; which are now incorporated in the attached ordinance, our Committee indicated our support for the ordinance. We also met with Fred Persily of the Human Rights Training Resource Center in San Rafael, who is also a consultant to the San Francisco Foundation. Mr. Persily indicated, that there were a number of sources for funding Human Relations Commission activities from both State and Federal sources. Our Committee believes that one of the most significant initial efforts a Commission can undertake is to plan a countywide cultural festival to celebrate the adoption of the United States Constitution. This festival should involve citizens from throughout the County, and should emphasize that all citizens are now truly protected by the Constitution. With the $25,000 provided by the Board of Supervisors and funds which we hope the San Francisco Foundation will make available, we believe the Commission can be organized, begin its initial planning and look for permanent sources of funding. The Human Rights Training Resource Center has agreed to assist the County in applying for funding from the San Francisco Foundation. They may also be a valuable source of initial staffing for the Commission. This could assist in the initial organization of the Commission and research in permanent funding sources for the Commission.
