APPROVE and AUTHORIZE the Director of Airports, or his designee, to accept from USAir, on behalf of the
County, title to three modular buildings located at 180 John Glenn, in Concord, California, and to execute all
applicable forms and statements.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
In the late 1980’s, the County leased a portion of Buchanan Field Airport known as 180 John Glenn Drive to an
airline. The airline, which has since been acquired by USAir, operated commercial flights from Buchanan Field. As
part of its operations, the airline installed three modular building units on the site to create two buildings (i.e., one
singlewide and one doublewide). One building was used as an office, the other as a passenger terminal. The lease
terminated on March 2, 1991, and USAir offered to assign the units to the County. County staff began the necessary
procedures to transfer the title but the process was not completed. Since that time, an outside party has expressed an
interest in leasing, and renovating, one of the three buildings. Before the County can lease the building, however, it

Airport staff has contacted the California Department of Housing and Community Development (Agency) the Agency
that tracks ownership of modular buildings. Working closely with Airport staff, the Agency has determined that the
title transfer can be accomplished based on correspondence the County received from the airline a number of years
ago, provided the County files certain forms with the Agency.
CONSEQUENCE OF NEGATIVE ACTION:
A delay in transferring title will delay the County’s ability to make the buildings available for public use.
