AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#12-38], Clayton area.

FIND, on the basis of the Mitigated Negative Declaration (SCH # 2013022059) and all comments received contained
herein, that there is no substantial evidence that the project will have a significant effect on the environment, and
ADOPT the Mitigated Negative Declaration and Mitigation Monitoring Program in compliance with the California
Environmental Quality Act (CEQA) (the custodian of which is the Department of Conservation and Development
Director who is located at 30 Muir Road, Martinez), and
DIRECT the Director of Department of Conservation and Development to file a Notice of Determination with the
County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25.00 fee to Department of Conservation and
Development for processing, and a $50.00 fee to the County Clerk for filing the Notice of Determination, and
$2,156.25 for California Department of Fish and Wildlife fees.

FISCAL IMPACT:
This project is funded by Federal Highway Bridge Program (HBP) funds 80% and County General Funds (CAO)
20%.
BACKGROUND:
Country Costa County Public Works Department (County) is proposing the replacement of the existing Marsh
Creek Detention Facility bridge over Marsh Creek, adjustment of approximately 300 feet of roadway to
accommodate the new bridge, and limited modification of the creek bank to prevent future erosion. The bridge
replacement is necessary due to significant deterioration of bridge structures (timber decking, deck places, and rail
posts) and the scouring action of Marsh Creek upstream of the current bridge’s east and west abutments. The
scouring caused by Marsh Creek could render the current bridge unsafe for use until repaired and strand facility
personnel and inmates. The bridge has been classified as structurally deficient by Caltrans inspections with a
sufficiency rating of 10.8 out of 100. The timber decking is deteriorating; cracks and rotting are apparent on the
deck planks and rail posts; the steel girders are rusted; the bridge supports have been damaged on the upstream
side with scour evident at both abutments; the northern bridge abutment is located in the creek to shorten the
bridge length, but this shorter bridge length causes a creek constriction which contributes to Marsh Creek
scouring activity. The current bridge will be replaced on its existing alignment with a 60-foot long single-span
cast-in-place, prestressed concrete bridge. Roadway approaches to the new bridge will vary in width from the
16-foot wide bridge width to the existing road width at the conforms (approximately 20-foot width). The
replacement bridge will provide one 12-foot wide traffic lane, two 2-foot wide shoulders, and single beam barrier
rails along both sides. The proposed vertical alignment design of the bridge will provide adequate hydraulic
clearance for flows. The roadway approach construction will include fills up to 6 feet high on both sides of the
bridge, beyond top of bank of the creek, which is necessary to meet hydraulic clearance requirements. Based on
the roadway classification, level terrain, and daily traffic volumes, it is anticipated that a roadway design speed of
15 mph will be used. In order to meet the various road geometry requirements, the new roadway requires
constructing approximately 300 feet of new paved roadway. The approach work is necessary to provide a smooth
alignment that will tie into existing roadway geometry at the project limits. Due to the scouring action of Marsh
Creek, protection of the abutments against scour is required. Protection is expected to consist of rock slope
protection (RSP) along both banks for a stretch of approximately 60 feet (20 feet upstream, 20 downstream and 20
feet below the bridge deck). Since the new bridge will be constructed on the existing bridge alignment, a
temporary detour placed slightly downstream of the existing bridge is required to accommodate traffic during
construction of the new bridge. The detour will be constructed by placing culverts and a bed of clean crushed
gravel across the creek. If placement of soil is necessary to provide a stable foundation for the detour road, it will
be completely contained with filter fabric or similar material to ensure that the soil fill can be collected and
completely removed from the creek upon completion of the work. The temporary detour road may also be
constructed of aggregate base and hot mix asphalt. All material used to construct the temporary detour road will
be removed from the creek at the completion of the project. A temporary work area within the creek will be
needed to construct the necessary falsework. In order to construct the bridge, falsework which is expected to
consist of the typical post and beams founded on wooden pads, or similar method will be placed within the creek.
Clean, washed gravel pads may be used if falsework supports need to be placed in the creek. The creek widening
and abutment-driven piles or spread footings will be excavated and the materials likely used for roadway
embankment. Utility openings will be provided on the new bridge for any future utility expansion. Light poles
with overhead power supply are located on the east side of the road which will likely be temporarily relocated to
accommodate the road detour. Barbed wire fencing may need to be removed but will be replaced once the project
is completed. Once complete, the road will receive thermoplastic center lines and edge lines, and any existing
signage will be relocated. Although unlikely, real property transaction may be necessary in support of the project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
