FISCAL IMPACT: None BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/337, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year. The attached report fulfills this requirement for the Contra Costa Centre Municipal Advisory Council.       In  2012  we  saw  the  implementation  of  projects  that  we  discussed  at  length  in  2011.  As   in  2011,  I  have  reported  our  activities  categorized  by  the  agency  or  project  that  we   reviewed.     BART   ♦ Gap  breaker  building   Note  this  comment  from  the  CCC  MAC  2011  annual  report:     “A  Gap  Breaker  Building  was  installed  on  the  BART  tracks  south  of  the  station   adjacent   to   Jones   Road.  The   Gap   Breaker   Building   is   causing   a   good   deal   of   concern   among   the   community   members   residing   along   Jones   Road  and   intersecting  streets.  The  concern  is  centered  on  the  stark  visual  impact  of  the   building.  We  have  monitored  and  commented  on  plans  to  mitigate  the  visual   impact  through  landscaping,  screening  and  other  strategies.  As  well,  our  meetings   have  served  as  a  conduit  for  community  members  to  raise  their  concerns  directly   to  BART  representatives.”   In  2012,  the  CCC  MAC  continued  to  monitor  these  plans  through   implementation.  Tall  and  slender  Cyprus  trees  were  used  to  screen  the   Gap  Breaker  building  and  enhance  the  aesthetic  condition  of  the  area.   Throughout  the  year  the  CCC  MAC  regularly  monitored  and  heard   public  concern  regarding  the  health  and  care,  and  replacement  of   several  of  these  trees.  At  the  close  of  the  year  the  failing  trees  were   replaced.     ♦ Cross-­‐over  landscaping    Notes  from  2011     ‘Cross-­‐over  landscape  (Jones  Rd)  –  Like  the  Gap  Breaker  Building,  the  removal  of    trees   and  plant  material  along  the  berm  supporting  the  tracks  impacted  the  visual  appeal  of   the   neighborhood.   Furthermore   community   members   felt   that   the  subsequent   landscape  installation  was  did  not  sufficiently  restore  the  berm.’     In  2012,  residents  living  in  the  vicinity  of  Jones  Road  continued  to  be  a  presence  at   CCC  MAC  meetings  to  share  their  opinions  about  the  success  of  the  landscaping   plan,  replacement  of  failed  plant  material  and  quality  of  on-­‐going  care.  The  CCC  MAC   commented  on  these  issues  and  once  again  worked  to  bring  BART  representatives   together  with  the  public.   In  addition  to  the  landscaping,  we  also  kept  informed  about  the  progress  and   functionality  of  the  cross-­‐over  track.     Avalon  Bay  (Contra  Costa  Centre  Transit  Village)      A  major  focus  of  past  five  years,  the  project  saw  very  little  physical  movement  forward   in  2012.  This  was  due  in  part  to  a  number  of  economic  conditions  including  current   trends  in  the  housing  market,  difficulty  securing  retail  vendors  to  the  location  and  the   dissolution  of  the  County  Redevelopment  Agency  and  the  funds  they  controlled.     Nonetheless  ,  Ms  Maureen  Toms,  of  the  Contra  Costa  County  Department  of   Conservation  and  Development,  regularly  updated  the  CCC  MAC  of  developments   concerning  the  Transit  Village.     The  CCC  MAC  is  particularly  concerned  about  the  development  of  lots  “C”  and  “D”  as   well  as  the  status  of  community  meeting  space.       Area  way-­‐finding       A  Contra  Costa  Centre  Area  way  finding  plan  was  presented  to  the  CCC  MAC  in  2011.  In   2012  the  way-­‐finding  signs  in  the  Contra  Costa  Centre  were  installed.     John  Muir  Medical  Project  at  1450  Treat   In  2012  the  building  at  1450  Treat  blvd  previously  the  “Bank  of  the  West’  building  was   leased  by  John  Muir  Medical  and  construction  began  to  convert  the  building  to  suite   their  needs.  Representatives  presented  to  the  CCC  MAC  as  the  project  initiated  and  they   will  continue  to  do  so  as  it  moves  forward  in  2013.               Attendance/Representation:     The  Body  met  seven  times  in  2012.  Five  meetings  were  canceled  for  the  following   reasons:   -­‐  We  were  not  able  to  form  a  quorum  (March,  June,)   -­‐  Lacking  content/availability  of  presenters  (February,  October,  December)     The  five  council  members  that  continued  on  from  2011  managed  to  form  a  quorum  of   four  members  most  months.  Once  we  filled  our  vacancies  we  had  very  good  attendance.   On  average  our  meetings  were  conducted  with  88.5%  attendance  (up  1%  from  2011)     Public  participation  was  good  throughout  the  year.  There  was  a  good  deal  of  interest  in   the  items  we  heard.     One  subcommittee  was  form  at  the  end  of  the  year  to  review  and  recommend   appropriate  landscape  and  plants  in  the  area  of  Walden  Green  .         Training/Certification:       All  members  renewed  their  training  on  the  Brown  Act  as  well  as  the  better  Government   training  required  by  the  county.       Future  work:   ♦ Continue  monitoring,  commenting  on  and  providing  public  access  to  BART   representatives  as  projects  in,  and  around  the  Contra  Costa  Centre/Pleasant  Hill   BART  Station  move  forward.   ♦ Continue  monitoring,  commenting  on  and  providing  public  access  to  Avalon  Bay   representatives  as  projects  in,  and  around  the  Contra  Costa  Centre  Transit  Village   move  forward;  including  the  development  of  lots  “C”  and  “D”.   ♦ Continue  monitoring,  commenting  on  and  providing  public  access  to  John  Muir   Medical  representatives  as  the  project  at  1450  Treat  Blvd.  moves  forward.
