HomeMy WebLinkAboutMINUTES - 04092013 - C.103RECOMMENDATION(S): APPROVE and AUTHORIZE departments to pay the cost of notary public training when Department Heads certify that the training is job required, all other training policies and guidelines have been adhered to, and the employee agrees to provide the service free of charge to the County. FISCAL IMPACT: Unknown. Departments are currently paying for training of some staff as a notary public when the department has an on-going need for the services. It is not believed that the recommendation will increase costs to any department. Should the recommendation not be approved, some departments may need to hire a private notary public at an additional cost, processing delays and inconvenience. BACKGROUND: Some County departments such as the Department of Child Support Services, Conservation and Development, and the Employment and Human Services Department, for example, require the notarization of documents used in the normal course of business. Any employee who successfully agrees to be trained must also agree prior to enrollment that he/she will provide the service to the County as a part of their normal duties and at their normal rate of pay. If the County has paid the Notary Bond and the Notary Bond Filing Fee, they employee must agree to sign the attached acknowledgement to keep safe all notary tools and equipment, to store them only at their work location, and to provide services only as a part of their County employment. The Memorandum of Understanding with the American Federation of State, County and Municipal Employees (AFSCME), Local 2700 has language which provides for the reimbursement of an employee for costs associated with becoming a notary and renewal of their certification. The language is below: BACKGROUND: (CONT'D) SECTION 45 - NOTARY PUBLIC Employees who are designated by their department to perform duties for the County as a notary public will be allowed time off (up to one hour) for testing and will be reimbursed for their application, testing and renewal fees. The recommendation in this Board Order is not meant to replace, revise, or substitute for the above language, but to provide Department Heads with the ability to directly pay the costs of this training when the skills and abilities are required on the job. CONSEQUENCE OF NEGATIVE ACTION: Some departments may incur additional costs if they are required to purchase private notary services and may feel adverse program impacts due to delays in obtaining the services.
