APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in the amount of $15,000
from Better World Books to provide materials and programming at the Antioch, Pittsburg, Concord and San Pablo
libraries for the period June 30, 2013 through January 31, 2014.
FISCAL IMPACT:
No Library Fund match.
BACKGROUND:
Better World Book’s Literacy and Education in Action Program (LEAP) grants advance compelling literacy projects
impacting underserved populations in local communities. Receipt of a LEAP grant will allow the Antioch, Pittsburg,
Concord and San Pablo Libraries to offer each of their communities a series of four workshops on early literacy
practices parents can share with their children ages six months through five years. In addition, the grant will provide
each library with the early learning toys, manipulatives, and books to create a welcoming literacy zone where
preschool children with their parents can further develop early literacy skills.
CONSEQUENCE OF NEGATIVE ACTION:
Parenting workshops will not be offered and literacy zones will not be created.

CHILDREN'S IMPACT STATEMENT:
The LEAP Grant programs support community outcomes #1 and #4 as established in the Children’s Report Card.
Through the early literacy workshops, parents will learn the skills and practices to ensure that their preschool
children are prepared for and ready to succeed in school. The workshops will demonstrate to parents the nurturing
experience that results from reading to and with their children. The literacy zones within each library will further
encourage the development of early literacy skills which are fundamental to success in preschool and reinforce the
nurturing parent/child bond through the shared experience of play and reading.
