HomeMy WebLinkAboutMINUTES - 04092013 - C.71RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of County's Zero Tolerance for Domestic Violence Initiative (ZTDV), to apply for and accept funding in an amount not to exceed $200,000 from the US Department of Justice, Office on Violence Against Women, for the Domestic Violence Homicide Prevention Demonstration Initiative grant for a 12-month term upon grant award. FISCAL IMPACT: County to receive up to $200,000. No County match. BACKGROUND: The US Department of Justice, Office on Violence Against Women initiated the Domestic Violence (DV) Homicide Prevention Demonstration Initiative to implement DV homicide reduction and prevention models and evaluate how well they work in different communities as well as the key components of successful adaptations to the models. This initiative will help build the capacity of local jurisdictions to improve identification of and services for high-risk victims while better monitoring high-risk offenders to reduce DV related homicides. During a Phase II implementation sites will be selected based on their work plans developed in Phase I to receive up to $600,000 for three additional years. This application, in the first year, will allow the Zero Tolerance for Domestic Violence Initiative (ZTDV) to assess structures for addressing DV and DV homicide in three jurisdictions with a disproportionate number of DV reports: Brentwood, Concord, and Richmond. Over the course of a year, a robust partnership will conduct an assessment of current systems, procedures and responses and develop a work plan for implementation. The assessment may include the following elements: what resources are in place to support victims, monitor offenders, whether fatality reviews occur, whether intentional injuries are tracked and/or how data is used to understand the extent of injury caused by DV and dating violence, and what needs to be added to any existing collaboration to successfully conduct a multi-system homicide reduction initiative. At the end of the assessment process ZTDV will request approval to submit a comprehensive, site-specific work plan for implementation which may include the following elements: identity, contextualize and account for DV homicide, a system for coordination, capacity building for DV service providers, comprehensive training, development of tools, resources and services, and identification of barriers, gaps, and desired changes. This re-application would allow ZTDV to leverage the accomplishments and partnerships already in place, undertake the necessary research to fully understand the homicide problem, and put forth strategies and implementation of approaches to specifically address homicide prevention. ZTDV partners for the Demonstration Initiative include: National Council on Crime and Delinquency, Brentwood Police Department, Concord Police Department, Richmond Police Department, Health Services Department, STAND! for Families Free of Violence, Superior Court, District Attorney, Probation, Department of Child Support Services, Community Violence Solutions, Bay Area Legal Aid, West Contra Costa Family Justice Center and the California Partnership to End Domestic Violence (statewide coalition). Since its inception, the Zero Tolerance for Domestic Violence Initiative (ZTDV) has been recognized for its innovation in the area of system change through a comprehensive, coordinated, community-wide approach that interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and collaborative service strategies. CONSEQUENCE OF NEGATIVE ACTION: Without funding, implementation of DV reduction and DV homicide prevention models would be curtailed. CHILDREN'S IMPACT STATEMENT: Not applicable.
