Adopt Position Adjustment Resolution No. 21260 to add eighteen Mental Health Clinical Specialist positions; one
Clerk Specialist position; three Registered Nurse Exprienced level positions; and five Mental Health Community
Support Worker II positions (all classes represented) in the Health Services Department. (100% Mental Health
Services Act)
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $2,980,512, including pension costs of
$634,143, and will be fully funded by Mental Health Services Act monies.
BACKGROUND:
Last year, the Board of Supervisors approved the Fiscal year 2012-2013 Mental Health Services Act Annual Update.
Included in that update was the addition of 27 positions. The Mental Health Clinical Specialist positions will be
spread over several programs and locations including Rapid Access, Older Adult Intensive Care Management,
Primary Care Clinics, and Regional Clinics. These positions are needed due to staffing shortages and will relieve the
burden on current staff and increase the capacity to provide meaningful services. The Clerk - Specialist position will

BACKGROUND: (CONT'D)
provide suppor to the utilization review process, ensuring proper documentation and Medi-Cal compliance. The
Registered Nurse positions will be assigned to the Rapid Access Program which allows for same day urgent
appointments. Positions will provide medication support services, individual and group thereapy, and case
management. The Community Support Worker positions are needed to offer support to families who have a
family member accessing County services. These positions help families navigate the County mental health
network, and offer support, guidance, and education.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Department will not be in compliance with the Mental Health Servces Act
Annual Update that was previously approved by the Board of Supervisors.
