ADOPT Position Adjustment Resolution No. 21245 to add one (1) Social Service Program Analyst (X4SH)
(represented) position at salary level KZ5 1642 ($5,281 - $6,419) in the Employment and Human Services
Department.
FISCAL IMPACT:
Upon approval, this action will result in approximately $130,960 annual cost, including $49,241 pension costs.
Approval of this position request will result in no additional County costs. This position will be funded 50% Federal
revenue and 50% State revenue.
BACKGROUND:
California is gearing up for a major expansion of Medi-Cal under national health care reform. It is expected to grow
by 900,000 children with the elimination of the Healthy Families program and an additonal 1.5 million more adults
when national health reforms take effect in 2014. The changes will result in significant Medi-Cal regulation changes
and expansion. The Department has determined that a second Social Service Program Analyst will be needed to work
with the existing analyst to navigate the multiple program changes that are expected and which will require

The job duties of a Social Service Program Analyst are to write program procedures, desk guides based on State
MediCal regulations, and to respond to staff questions regarding the multiple Medi-Cal programs available to
recipients.
CONSEQUENCE OF NEGATIVE ACTION:
If the Social Service Program Analyst position is not added, the Department will have insufficient analyst staff to
support line staff in implementing the major expansion and changes anticipated in Medi-Cal programs with Health
Care Reform.
