APPROVE Appropriation and Revenue Adjustment No. 5066 authorizing new revenue in the amount of $1,576,814
in the Contra Costa County Fire Protection District from the 2012 DHS FEMA Assistance to Firefighters Grants
program and appropriating it to the purchase of self contained breathing apparatus (SCBA) equipment.
FISCAL IMPACT:
This action increases revenues and expenditures by $1,576,814. Ninety-two (92%) of the new revenue is from a
regional federal grant. The remaining eight percent (8%) is from the other agencies involved in the regional grant
award to cover their local match requirement.
BACKGROUND:
On July 10, 2012, the Fire Board of Directors approved a Board Order (Item C.1) approving and authorizing the
Contra Costa County Fire Protection District (District) to apply, as host agency, for a regional grant from the
Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Assistance to
Firefighters Grant (AFG) program.
On December 9, 2012, the District, as host agency, was

awarded the regional grant. The grant award provides for the purchase of SCBA equipment for the District and
also for the Crockett-Carquinez Fire Protection District, the City of El Cerrito Fire Department, and the City of
Richmond Fire Department. As host agency, the District will coordinate the purchase of all of the equipment and
receive the entire grant award. The other grant awardees will pay to the District their 20% local agency match
portion.

SCBA Without Mask and Cylinders: 38 at estimated price of $4,000 per unit

CONSEQUENCE OF NEGATIVE ACTION:
The District needs to replace its supply of SCBAs. This federal grant allows the District to do so with minimal
impact to its general operating fund, which in turn minimizes impacts to service delivery.
