FISCAL IMPACT: None BACKGROUND: As the Employment and Human Services Director, Ms. Gallagher is assigned to the Ex-Officio position replacing Theresa Speiker, Interim Employment & Human Services Director. The Workforce Development Board was created on pursuant to the Federal Workforce Investment Act of 1998 and has the responsibility for overall workforce investment policy, mandated workforce investment policy and oversight of the One-Stop Career Center system.
