APPOINT Kathy Gallagher to Mandated Partner Seat #3 on the Workforce Development Board, as recommended by
the Employment and Human Services Director.

BACKGROUND:
As the Employment and Human Services Director, Ms. Gallagher is assigned to the Ex-Officio position replacing
Theresa Speiker, Interim Employment & Human Services Director.
The Workforce Development Board was created on pursuant to the Federal Workforce Investment Act of 1998 and
has the responsibility for overall workforce investment policy, mandated workforce investment policy and oversight
of the One-Stop Career Center system.

CONSEQUENCE OF NEGATIVE ACTION:
The Workforce Development Board will not be in compliance with Workforce Investment Act (WIA) requirements
that the entity with local oversight of Temporary Assistance to Needy Families (TANF) funds have a seat on the local
workforce board in their jurisdiction.
