ATTESTED: April 9, 2013 David Twa, County Administrator and Clerk of the Board of Supervisors By: Stacey M. Boyd, Deputy cc: C. 19 To:Board of Supervisors From:Julia R. Bueren, Public Works Director/Chief Engineer Date:April 9, 2013 Contra Costa County Subject:ACCEPT the Grant Deed for 141 Malcolm Drive, Richmond, Richmond area. BACKGROUND: Parkway Estates (SD7903) is an 87 unit subdivision of detached single-family homes. Originally built in 1999, Parkway Estates was the first major new housing development in North Richmond’s residential area. The development of Parkway Estates served two redevelopment purposes: proving that the new for sale housing was economically viable in North Richmond; and providing affordable housing opportunities. A small park located at 141 Malcolm Drive was developed as part of the project with a commitment that the developer would grant the property to the County as a public park. The conveyance of the park to the County was omitted when the improvements were accepted as complete. As a result, title to the public park is held by the Community Housing Development Corporation of North Richmond and the property continues to incur an unsecured property tax obligation. CONSEQUENCE OF NEGATIVE ACTION: The County will not own fee title to the Park and taxes will remain unpaid. CHILDREN'S IMPACT STATEMENT: Not applicable. ATTACHMENTS Grant Deed
