HomeMy WebLinkAboutMINUTES - 03192013 - C.65RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order, on behalf of the Chief Information Officer, with IBM Corporation, in an amount not to exceed $750,000 for the purchase of original equipment manufacturer maintenance for Contra Costa County's mainframe computer for the period April 1, 2013 through March 31, 2016. FISCAL IMPACT: $750,000; $250,000 annually for three years. Funded by departmental user fees. BACKGROUND: The Department of Information Technology initiates the purchase and renewal of hardware maintenance and support on behalf of various County Departments. IBM is the original manufacturer of the mainframe hardware and software from which our custom applications were developed, and operate on. The Mainframe System provides critical applications that serve our users county wide. The related departments are charged for their share of the cost, as applicable. In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for single item purchases over $100,000. CONSEQUENCE OF NEGATIVE ACTION: Being the manufacturer of the said equipment and software, IBM is able to provide turn key, one stop, single source support. Having multiple or third party vendors greatly increases the risk to the County should a "break fix" incident occur. CHILDREN'S IMPACT STATEMENT: None.
