ADOPT Position Adjustment Resolution No. 21153 to establish the classification of Biometrics Systems Specialist
(LDVA) (represented), allocate on the salary schedule at salary plan and grade VN5 1694 ($5,556 - $6,754), and add
one (1) permanent full-time position in the Office of the Sheriff.
FISCAL IMPACT:
The annual cost is $143,063. 100% funded by the Remote Access Network (RAN) Board.
BACKGROUND:
Biometric Systems Specialist is a new classification with a specialty of biometric technology in a law enforcement
environment. The classification is responsible for multi-faceted or technically sophisticated assignments that require
a knowledge of biometric network technologies, desktop computers and multiple client platforms, and a high level of
diagnostic skills to resolve highly complex problems related to hardware and software and to evaluate new biometric
information technology. The department of Information Technology have reviewed and endorsed this new
classification. The Remote Access Network (RAN) Board will fund the new position. The Biometric Systems
Specialist will provide Information Technology support, training, testing for Mobile ID, Live Scan, Latent Gateway,
and other biometric identification services to all County law enforcement agencies.

Biometric Systems Specialist - Job Specification

BIOMETRIC SYSTEMS SPECIALIST
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the
class. Class specifications are not intended to reflect all duties performed within the job.
DEFINITION:
Under general direction, this classification performs the biometric systems management
functions that include system setup, installation and services of all software and hardware
equipment related to the biometric system.
DISTINGUISHING CHARACTERISTICS:
The incumbent in this classification possess expert level knowledge of biometric network
technologies, desktop computers, multiple client platforms, and a high level of diagnostic
skills. Staff is responsible for multi-faceted or technically sophisticated assignments on a
regular and continuing basis and works independently, often at remote sites. This
classification identifies and resolves highly complex problems related to hardware and
software, evaluate new biometric information technologies, prepare technical
documentation, maintain an up-to-date knowledge of technology trends, plan and
coordinate biometric user training, and may lead other IT support staff. The wide variety
of information technology support duties are performed in the centralized Information
Technology unit of the Sheriff’s department.
Incumbents in this class are required to serve a 12 month probationary period.
This classification reports directly to Information Systems Program Manager in the Office of
the Sheriff.
TYPICAL TASKS:
Performs biometric system management functions including system setup,
installation, monitoring or adding applications, users and devices, modifying user
profiles, resetting passwords and file system maintenance
Interfaces with California DOJ, FBI, and other oversight entities related to biometric
systems and insures that audit parameters are maintained and meet
Confers with vendors, management; and office staff in the evaluation, selection,
acquisition and implementation of biometric-related computer hardware and/or
software solutions
Installs and services software and hardware and moves computers, printers,
servers, networking devices, storage devices and related equipment related to
biometric systems
Provides diagnosis, resolution, and documents difficult hardware, software, network
connectivity problems
Analyzes and optimizes hardware and software performance through adjustments
and upgrades as required
Coordinates the resolution of major hardware and software incidents with
management, office staff, vendors, and other technical staff as appropriate
Analyzes trends in reported problem calls and recommends appropriate software
Develops and recommends installation and operational procedures, office

automation solutions and quality assurance standards
Develops and conducts formal and informal end user technical orientation and
training involving new hardware capabilities, and provide technical training to other
IT support staff
Configures software distribution tools
Coordinates and Project Manages large Biometric Software installation projects
Coordinates equipment delivery, software licensing compliance and inventory/asset
control
Monitors compliance with departmental security guidelines
Orders and manages licenses for assigned biometric software packages, in
consultation with appropriate management and other IT staff
Provides support and maintenance for applications and coordinates with department
managers and developers for application enhancements or modifications, including
system and user manuals
MINIMUM QUALIFICATIONS:
License Required: Possession of a valid California Motor Vehicle Operator's License. Out
of state valid Motor Vehicle Operator’s license will be accepted during the application
process.
Education: Possession of a bachelor degree from an accredited college or university,
with a major in Computer Science, Information Processing, or a closely related field.
Experience: Three (3) years of full-time or its equivalent experience performing
fingerprint and Biometric information systems support that include software and
hardware installation duties. Two (2) years of the three (3) years must have included
Fingerprint Identification and Automated Fingerprint Identification Systems (AFIS)
experience.
Substitution for Education: Additional qualifying experience may be substituted for the
required education on a year-for-year basis, up to a maximum of four (4) years.
Background Requirements: A thorough background investigation shall be conducted.
Appointees shall not have been convicted of any felony, in this state or in any other state
or in any federal jurisdiction, or of an offense in any other state or in any federal
jurisdiction which would have been a felony if committed in this state.
