APPROVE the 2013 Rodeo Area Terminal Blend Rubber Modified Binder Cape Seal Project and AUTHORIZE the
Public Works Director, or designee, to advertise the project, Rodeo area. [DCD CP#12 46] (100% Local Road Funds)

FIND the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to
Section 15301(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% Local Road Funds.

Subject:APPROVE the 2013 Rodeo Area Terminal Blend Rubber Modified Binder Cape Seal Project and make related
findings under CEQA, Rodeo area.
BACKGROUND:
The purpose of the project is to use the Terminal Blend Rubber Modified Binder Cape Seal pavement
rehabilitation technique on selected roadways in the Rodeo community. The completed project will rehabilitate
and improve the communities’ transportation infrastructure. The Terminal Blend Rubber Modified Binder Cape
Seal technique will prevent water from seeping under the pavement, which can cause rapid road deterioration.
Rubber modified binder cape sealing will also defer more expensive repairs in the future and expand the life of the
existing roadway.
The proposed project consists of pavement grinding, crack sealing, pavement and base failure repairs, striping,
and the application of the Terminal Blend Rubber Modified Binder Cape Seal. The project will use Best
Management Practices (BMPs) to ensure storm water inlets are protected. The project will not create any new
impervious surface areas.
The following streets in the Rodeo area will receive the treatment: Viewpoint Boulevard, Coral Drive, Sandy Cove
Drive, Reef Point Drive, Bodega Way, Windward Drive, Ketch Drive, Mariners Pointe Court, Claeys Court,
Dennis Court, Marlin Court, Bonita Court, Reef Point Court, Tradewind Lane, Seascape Drive, Sandpoint Drive,
Beach Point Way, Dolphin Court, Seascape Circle, Coral Ridge Circle, Stirling Drive, Shelley Court, Sandy
Brooke Court, Seacliff Court, Harbor Way, California Street, Reef Point Drive, Baypoint Way, Springwood
Court, and Springwood Street.
One lane will remain open during construction activities to maintain general access. Emergency vehicles will have
access at all times. Utility relocations or adjustments may be necessary in support of the project. Limited tree and
shrub trimming may occur throughout the project area. No tree removal will be necessary. Although unlikely, real
property transactions may be necessary.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
